TheMinnesotaDepartmentof <br />Human Servicesdefines IRTSfacilities as: time-limitedmentalhealth <br />services provided inaresidential setting. Recipients ofIRTS are inneed ofmore <br />restrictive settings (versuscommunity settings) andareatriskofsignificant <br />functional deterioration iftheydonotreceive theseservices. IRTSaredesignedto <br />developandenhance: psychiatric stability, personal andemotionaladjustment, <br />self-sufficiency, andskillstolivein amoreindependent setting. <br />Theusecomplieswiththeordinancedefinition ofanInstitutional <br />Useasitisahealthcarefacility offering principally inpatientcare. <br />Theapplicant’s narrativestates theaveragestay atthefacilitywill <br />range from60 to90days.
