Staff recommended approval of the requests with the <br />conditions listed in the staff report dated July 13, 1999. <br /> <br />Chair Cote asked why Class 5 is proposed for the access road, instead of <br />bituminous. Mr. Wensman stated that the road will be paved to the top of the hill <br />and that the Park and Recreation Commission felt the Class 5 would be less <br />obtrusive than blacktop for both the park and the golf course. Ms. McPherson <br />explained that the language in the city's ordinance does allow some flexibility on <br />this issue. Chair Cote also questioned if the golf course had concerns regarding <br />the aesthetics of installing the netting. Steve indicated that they were agreeable <br />to providing the netting. Chair Cote asked where outdoor storage would be <br />allowed and if landscaping was proposed. Mr. Wensman stated that the <br />maintenance building will be out of sight, for the most part, and that the Park and <br />Recreation has asked that the landscaping which they proposed be scaled <br />back. Mr. Wensman stated that a condition could be added to restrict outdoor <br />storage to the defined yard area. <br /> <br />Chair Cote opened the public hearing. <br /> <br />Dave Bleyhl, Greens and Grounds Chairman for the Elk River Country Club, was <br />present to answer questions. <br /> <br />. <br /> <br />Chair Cote asked if the golf course would be willing to pave the access road. Mr. <br />Bleyhl indicated that they have not been asked to either pave or not pave. He <br />requested that they be allowed some time to complete the paving, if it becomes <br />a requirement. Ms. McPherson noted that the golf course would have up to two <br />years to complete the improvements required in the conditional use permit. The <br />width of the road was discussed and it was determined that the roadway would <br />be 20 feet wide. <br /> <br />There being no further comments from the public, Chair Cote closed the public <br />hearing. <br /> <br />COMMISSIONER THOMPSON MOVED TO RECOMMEND APPROVAL OF THE REQUEST <br />BY ELK RIVER COUNTRY CLUB, CASE NO. GP 99-7, FOR: <br /> <br />1. A LAND EXCHANGE OF 1.2 ACRES OF CITY/PARK LAND FOR 2.82 ACRES OF <br />COUNTRY CLUB LAND, AND, <br /> <br />2. AN EASEMENT EXCHANGE OF 62.22 ACRES OVER COUNTRY CLUB PROPERTY FOR <br />ACCESS AND USE OF SKI TRAILS IN EXCHANGE FOR .86 ACRES OVER PARK LAND <br />FOR ACCESS TO THE PROPOSED MAINTENANCE FACILITY FROM THE PARK <br />ENTRANCE DRIVE AND TO ALLOW FOR THE CONTINUED USE OF THE DRIVING <br />RANGE TO BE DEFINED BY LEGAL DESCRIPTION PREPARED BY THE APPLICANT <br />AND VERIFIED BY THE CITY. <br /> <br />COMMISSIONER CHAMBERS SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />. <br /> <br />Chair Cote stated he would like to see the access road paved all the way up to <br />the maintenance building. He asked if an agreement has been worked out for <br />
