<br />Planning Commission Minutes <br />June 8, 1999 <br />Page 3 <br /> <br />. <br /> <br />Lee Hoffman indicated that he has discussed the possibility of adjusting the traffic <br />signal at School Street and Freeport and extending the right turn lane to "queue <br />up" theater traffic onto Highway 169. <br /> <br />There being no further comments from the public, Chair Cote closed the public <br />hearing. <br /> <br />Chair Cote asked if there currently is a parking problem at the theater. Scott <br />indicated that there have been some comments regarding theater patrons <br />parking at the Coast to Coast Hardware Store, LaRose's Restaurant and Big <br />Wheel Rossi. He noted that several of the businesses have posted their parking, <br />but he felt that enforcement is difficult. <br /> <br />Commissioner Chambers asked how many people will be employed by the clinic. <br />Jerry Peddler indicated that he estimates there will be 20 - 25 people employed <br />by the primary care and urgent care clinics, and 30 - 40 for the other health care <br />uses, for a total of 50 - 60 employees. He noted that these estimates are <br />probably high and he will not know exact numbers until the leasing is completed. <br /> <br />. <br /> <br />Commissioner Mesich expressed his concern that signalization may be necessary <br />at the intersection of the main entrance and Freeport. Mr. Hoffman felt that <br />experience will determine if a signal is necessary, once the project is complete. <br />Commissioner Mesich indicated that turn lanes will be needed on the private <br />drive within the site for people exiting onto Freeport. Discussion followed <br />regarding adding a right turn lane, and whether or not Marcus Theaters would be <br />willing to provide the lane, since they own the roadway. Michele McPherson, <br />Director of Planning, indicated that it appears on the site plan that there may be <br />space to add a right turn lane. Commissioner Thompson stated that she did not <br />want to see the green space lost along Freeport. <br /> <br />Further discussion followed regarding theater parking in other communities and <br />impact on adjacent businesses. The Commissioners were in agreement that it <br />appears the parking study demonstrates the parking needs can be met. <br /> <br />Commissioner Mesich asked that the applicant consider matching the exterior of <br />the drug store with the clinic. Commissioner Chambers expressed his agreement <br />with Commissioner Mesich's suggestion. Dale Everson indicated that there are <br />height restrictions imposed on the drug store which may make it difficult to match <br />the building exteriors. <br /> <br />Michele McPherson suggested matching the color palette for the exterior, <br />banding on the top of the building, cornerstones and columns, and adding some <br />windows to the drug store could accomplish the Planning Commission's request. <br />She also suggested including landscaping to add some vertical green lines, and <br />possibly flowering crabs. <br /> <br />Chair Cote expressed his support for the project. <br /> <br />. <br /> <br />Commissioner Schuster expressed his concern regarding traffic flow through the <br />site. Further discussion followed regarding the Planning Commission's desire to <br />recommend a right turn lane from the theater property onto Freeport. Mr. <br />
