<br />. <br /> <br />. <br /> <br />. <br /> <br />Park & Recreation Commission Minutes <br />December 8, 2004 <br /> <br />Page 2 <br /> <br />Scott Glascow, 13429 212m Ave NW, Elk River stated to the Commission that everyone he <br />talked to about the Windsor Park plans were very excited and looking forward to the park <br />being finished. <br /> <br />Jenny Bemardson, 17578 Johnson St NW, Elk River presented the Commission with a <br />petition showing approval for the Park Pointe Park development. <br /> <br />6.1 Association Policy Change <br /> <br />Director of Parks and Recreation, Bill Maertz presented to the Commission a memo from <br />Recreation Manager, Michele Bergh concerning policy changes for field use Priority One <br />Users. <br /> <br />MOVED BY COMMISSIONER POLSTON-HORKAND SECONDED BY <br />COMMISSIONER ANDERSON TO ACCEPT STAFF RECOMMENDATION <br />ALONG WITH THE FACILITY SUBCOMMITTEE TO RECOMMEND TO <br />CITY COUNCIL THAT ALL PRIORITY ONE USERS BE REQUIRED TO <br />HAVE A FORMALIZED BOARD, BYLAWS, REGULARLY SCHEDULED <br />MEETINGS, AND OPEN BOOKS. ANY GROUP OR INDIVIDUAL NOT <br />MEETING THESE REQUIREMENTS WOULD THEN FALL UNDER THE <br />PRIORITY TWO CATEGORY. MOTION CARRIED 6-0 <br /> <br />6.2 <br /> <br />Lions Park Center Deposit Policy Change <br /> <br />Director of Parks and Recreation, Bill Maertz presented to the Commission a memo from <br />Recreation Manager, Michele Bergh concerning a policy change for the rental of Lions Park <br />Center. <br /> <br />MOVED BY COMMISSIONER KUESTER AND SECONDED BY <br />COMMISSIONER POLSTON-HORK TO ACCEPT STAFF <br />RECOMMENDATION ALONG WITH THE FACILITY SUBCOMMITTEE TO <br />RECOMMEND TO CITY COUNCIL A $100 DEPOSIT CHARGED FOR ALL <br />RENTALS THAT INCLUDE INDOOR USE OF LIONS PARK CENTER. <br />MOTION CARRIED 6-0 <br /> <br />7. Director's Report - Bill Maertz <br /> <br />Director of Parks and Recreation, Bill Maertz shared with the Commission that Woodlands <br />Trails would now require a yearly pass for participant use. This pass system will run similar <br />to the Hillside Park pass. Mr. Maertz stated that they would have to educate and inform the <br />public of this change. <br /> <br />Mr. Maertz stated that the park dedication balance is at 1.6 million dollars and that does not <br />include any park dedication fees from the last week or two. <br /> <br />Mr. Maertz shared with the Commission that the draft of the Natural Resources Inventory <br />was accepted by City Council. Commissioners Polston-Hork and Kuester shared that they <br />would like to see a committee formed along with other staff, Commissioners, and City <br />Council members for reviewing the Natural Resources Inventory. <br />
