Update on 9/15/03 City Collllcil Meeting

Cormnissioner Paige reported on the September 15, 2003 City COllllcil meeting. There were
no park-related items on the agenda.

12. Update on 9/23/03 Planning Cormnission

Cormnissioner Anderson reported that there were no park-related items on the September
23, 2003 Planning Cormnission agenda.

13. Other Business

Cormnissioner Anderson stated that he was surprised to see the amollllt of activity at Royal
Valley Park. He felt that the construction of the access road to the well site was not in
accordance with the City's own practices. There was no fencing to protect the oak trees, the
road being constructed was higher than it needed to be, and that the Cormnission had not
been consulted prior to commencement of the project. He felt that the utilities should be
required to pay reparations for the damage in the amollllt of approximately $100,000.

Cormnissioner Kuester concurred and stated that there is typically a process and that the
process had been violated.

Cormnissioner Paige stated that there will be adverse impact to the oak trees, since the work
is occurring within the drip line area. He also noted that the road seems to be at a much
higher elevation than necessary.

The direction of the Commission was that work should be stopped immediately and that a
special meeting needs to be established to discuss the issue with Utilities and the
Cormnission to identify a solution to the damage that has occurred.

14. Adiournment

There being no further business, the meeting adjourned at 7:40 p.m.

Respectfully submitted,

Michele McPherson
Director of Planning
