Neighborhood Meetings/Discussions: Handke Stadimn Prairie Restoration <br /> <br />Spencer Wigmore, Scout Troop 90 reported that they are interested in doing a controlled <br />burn at Handke Pit. The controlled burn would take place on the northwest slope by the <br />backstop and the south and southwest side. The neighborhood has been notified of the <br />potential burn. The Elk River Fire Department will be on hand to help with the burn. <br /> <br />7. Park Development Progress Report <br /> <br />Park Foreman T eny Bye provided the following update: <br /> <br />The Streets/Parks Department has done some work on the Lions Park <br />sliding hill and have prepped it for seeding. <br /> <br />Highlands West playground now has wood chips and is ready for concrete curbs and <br />sidewalk to be put in. <br /> <br />Staff is working out at the Youth Athletic Complex, the fences have been marked for field 5 <br />& 6, and they are prepping for turf and laying down aglime. Mr. Bye also stated that the <br />siding on the concession stand is complete. <br /> <br />The fall sports are in full swing and they are busy keeping fields ready for the different <br />sports. <br /> <br />Mr. Bye stated that they are trying to keep up with watering of trees around the city. The <br />department has been sending out two trucks daily trying to keep up with the watering. <br /> <br />8. <br /> <br />City Recreation Update <br /> <br />Recreation Manager Michele Bergh provided a written update to the Commission from the <br />Recreation Department. Her update stated that the Fall registration is underway and is going <br />very well and that classes are set to begin this week and next. <br /> <br />Ms. Bergh stated that the Recreation Department would be adding programs for this holiday <br />season including a Power Play Sports program for elementary-aged children, a Girl Power <br />dub, and additional non-school day activities. <br /> <br />Ms. Bergh also stated that the three office staff members would be attending this year's <br />MRPA conference September 24-26th in Bemidji. <br /> <br />9.A.1. Community Events: Youth-run Coffee Shop <br /> <br />Shasta Rueckert representing S.O.BA.C. (Student Organized Business Advisory Committee) <br />was present to share information about their group's desire to start a coffee shop in Elk <br />River that would provide a safe and chemically free place for the youth of Elk River as well <br />as surrounding communities. Ms. Shasta explained the group has been meeting on a regular <br />basis since January and they are working on funding to pursue the coffee shop. <br /> <br />Commissioner Anderson asked if they have a building in mind that they are interested in. <br />Ms. Shasta explained they are interested in the old Snyder building located between the <br />
