The event will be held September 18, 2003 from 4 p.m. to 7 p.m. It is expected that <br />approximately 200-300 people would participate in this event. <br /> <br />Ms. McPherson stated that this is a school event and the agreement the city has with the <br />school is to only charge for actual costs incurred. <br /> <br />COMMISSIONER POLSTON-HORK MOVED TO APPROVE THE USE OF <br />WOODLAND TRAILS PARK BY THE ELK RIVER HIGH SCHOOL ON <br />SEPTEMBER 18, 2003 FROM 4 P.M. TO 7 P.M. FORA CROSS COUNTRY RACE <br />PER THE CITY AGREEMENT WITH THE SCHOOL, THE GROUP WILL BE <br />CHARGED ONLY ACTUAL COSTS INCURRED BY THE CITY FOR THE <br />EVENT. COMMISSIONER ANDERSON SECONDED THE MOTION. THE <br />MOTION CARRIED 7-0. <br /> <br />9.B.I. <br /> <br />Land Use Cases: Park Dedication, Case No. P 03-05 - Pheasant Run Second Addition <br /> <br />Park Planner Chris Leeseberg stated that Dynamics Design & Land Co. has submitted a <br />preliminary plat for Pheasant Run Second Addition. The subject property is located south of <br />County Road 33 and west of the existing Pheasant Run subdivision and totals 22.70 acres. <br />There is a single-family dwelling located on the property and several out buildings. The <br />property has moderate topography with several areas of trees and one small wetland area <br />along the south property line. <br /> <br />The current proposal is to subdivide the property into 8 lots; one for the existing home, and <br />seven additional lots for development pmposes. The subject parcel is not located within an <br />area-wide community park target and is too small to provide land dedication for an area- <br />wide park (2.27 acres). Staff is recommends that the Commission recommend cash <br />dedication for seven lots. <br /> <br />The Commission discussed the width and condition of County Road 33 and whether there <br />was a need to obtain an easement for trail pmposes. <br /> <br />COMMISSIONER NYSTROM MOVED TO ACCEPT CASH DEDICATION FOR <br />SEVEN LOTS FOR THE PRELIMINARY PIAT OF PHEASANT RUN <br />SECOND ADDITION WITH THE CONDITION THAT 15 FEET OF <br />EASEMENT OUTSIDE THE COUNTY RIGHT OF WAY ON THE SOUTH <br />SIDE OF COUNTY ROAD 33 BE GIVEN. COMMISSIONER ANDERSON <br />SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />9.C.I. Park/Trail Development Issues: Approve Final Playground Plan, Highlands West Park <br /> <br />Ms. McPherson presented the playground layout for the Highlands West Park. Three- <br />dimensional color renderings were provided to the Commission for their consideration. Ms. <br />McPherson stated that there is approximately $50,000 in the CIP budget for this equipment. <br />She stated that the cost of the proposed equipment is about $33,000 and the remaining <br />money will be used for concrete curb, soft step, and landscaping. The playground equipment <br />would be installed in mid to late August. Staff recommends that the Commission approve <br />the proposed playground equipment. <br />
