Park Development Progress Report <br /> <br />Phil Hals stated that approximately 40 trees have been removed from the City Hall fUtilities <br />Expansion site and transplanted into various parks within the city. Nine trees were recently <br />transplanted into Hillside Park and six or seven to the Youth Athletic Complex. <br /> <br />Public Works has spent many hours in the last month getting ready for winter. The most <br />time consuming job has been to winterize the 23 irrigation systems that are the responsibility <br />of the city. <br /> <br />The Public Works Department has also been working on preparing the ice rinks at Lions <br />Park. Mr. Hals stated that Public Works has two sets of hockey boards and they would like <br />direction from the Commission as to which park they should be located. Staff recommends <br />two hockey rinks at Lions Park and to have open skating at the Handke Pit. Staff believes it <br />is easier to supervise skaters this way. Discussion took place and it was the consensus of the <br />Commission for Lions Park and Handke to each have one hockey rink and one open skating <br />rink. The Commission directed staff to report back on problems and the number of skaters <br />by type (recreational and hockey) at a future meeting. <br /> <br />8. <br /> <br />City Recreation Update <br /> <br />e <br /> <br />Family Fright Night at Woodland Trails was a huge success. There were about 200 children <br />pre-registered and about 200 more registered at the door. Parking was available at the golf <br />course and public works trucks and fire trucks were used as shuttles to the trails. This was <br />the first year this event was held and staff hopes this will become an annual event based on <br />the great reviews. <br /> <br />9A. <br /> <br />Community Events: None: <br /> <br />9.B. <br /> <br />Land Use Cases: None <br /> <br />9.C. <br /> <br />ParklTrail Development Issues: Park Dedication Fees for 2003 <br /> <br />Director of Planning Michele McPherson presented to the Commission the proposed park <br />dedication fee increases for 2003. The current fees are $1,540 per lot for residential, $3,000 <br />per acre for commercial, and $2,000 per acre for industrial. In past years, the Commission <br />has recommended to the City Council an increase of 5% for residential park fees. A 5% <br />increase for 2003 would increase the residential park dedication fee to $1,617 per lot. Staff <br />recommends that the fee be rounded to $1,615 to make it easier for calculations. Staff also <br />recommends that the commercial and industrial rates be maintained at their current levels <br />since there is very little commercial or industrial activity occurring at this time. <br /> <br />e <br /> <br />COMMISSIONER KUESTER MOVED TO RECOMMEND TO THE CITY <br />COUNCIL THAT RESIDENTIAL PARK DEDICATION FEES BE INCREASED <br />5% FROM $1,540 PER LOT TO $1,615 PER LOT FOR 2003 WITH COMMERCIAL <br />AND INDUSTRIAL RATES REMAINING AT THEIR CURRENT LEVELS. <br />COMMISSIONER POLSTON-HORK SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br />
