departments? What is that plan exactly, because what they’ve written here isn’t legally binding.
My guess is their plan is to do nothing, absolutely nothing.
Once again, I ask, has the Elk River Police department and Fire department been
contacted about any of this?

ADMISSION CRITERIA
#6 – individual needs a "restrictive setting" and is at risk of significant functional deterioration
if intensive residential treatment services are not received.
This isn’t a “restrictive setting” that ResCare is proposing, By their own words patients are
allowed to come and go and be treated like adults. These two statements are contradictory.

OTHER DIAGNOSTIC CATEGORIES AND CLASSIFICATIONS

#1 – We will take clients who have a secondary diagnosis of chemical dependency.
In the public hearing ResCare went out of their way to state that this wasn’t a “treatment
facility” but chemical dependency is a concern with these patients, if they go off of their meds
and self-medicate these people can be dangerous.

#4 – Just to reiterate - We may take a level 1 or 2 sex offender.

They clearly lied or were not informed of their own policy during the public hearing, we
WILL NOT ACCEPT THIS AND WILL FEEL UNSAFE IN OUR
NEIGHBORHOOD.

CLIENTS WITH FELONIES AND GROSS MISDEMEANORS
ResCare response – It would be impossible to say we will never take a person with a Felony or
Gross Misdemeanor. It is safe to say we will from time to time take a client who has a Felony
of Gross Misdemeanor.
This speaks for itself - we WILL NOT ACCEPT THIS AND WILL FEEL UNSAFE
IN OUR NEIGHBORHOOD.

ResCare ended their statement with this:
“We will not take clients who are classified as Mentally Ill and Dangerous.”
They cannot guarantee this. Their clients are suffering from Severe and Persistent Mental
Health Issues (SPMI). This is a very unpredictable population of people to introduce into a
single family neighborhood.

If you vote YES, we will be allowing the below into a vulnerable neighborhood, can we
affordas a city to take this risk. What is my family’s and my neighbors safety worth to
the council?
Severe and Persistent Mental Illnesses
