More importantly why does the CUP allow any sort of institutional use of any sort? These <br />were clearly designed for people who want to run a daycare out of their house or put a church <br />in a neighborhood. RESCARE is exploiting a loophole in the CUP that it was never meant <br />for to put a facility in our neighborhood. <br />Bullet #11 – Is the Elk river Police department Satisfied that ResCare will put extra <br />pressure on their department – ResCare says that is impossible to answer. <br />Did anyone ask them, and if so what was their response? If they didn’t then I would say that <br />the city council has dropped the ball because this is an enormous safety issue. <br />Bullet #12 – Does the Elk River Police department has any concerns about the safety of the <br />neighborhood considering the types of patients that will occupy this facility? – ResCare says <br />that is impossible to answer. <br />Did anyone ask them, and if so what was their response? If they didn’t then I would say that <br />the city council has dropped the ball because this is an enormous safety issue. <br /> <br />Bullet #17 – Will the ResCare Facility adversely affect property values in the neighborhood. <br />They claim they would “react accordingly” if the home values within the neighborhood were <br />to be adversely affected. This means literally nothing. Zero detail is given. Would ResCare like <br />to buy all of the single family homes that will be adversely affected by this facility at current <br />market rate right now prior to them dropping all of the values? This facility will not help the <br />home values and is more than likely to adversely affect them. It certainly doesn’t make it an <br />attractive neighborhood to live in. They will claim tax value will dictate the value of the homes <br />but that is not a correct indicator when something like this comes into the neighborhood. My <br />home is worth what someone is willing to pay me for it and I stand to lose all of my equity if <br />this is allowed. <br />So I as a resident please don’t allow this company, which could put their facility anywhere, to <br />destroy what little equity I have in my home and set my retirement back another 5 years. <br /> <br />Bullet #23 – What zoning districts are the rest of these facilities located in. <br />Please take notice that this is the only Facility that would truly be located in a SINGLE <br />FAMILY RESIDENCE. The rest are located in zones where there are apartment buildings <br />and commercial businesses. This isn’t an apple to apples comparison so for all intents and <br />purposes my single family neighborhood full of children will become a testing ground of sorts. <br />We WILL NOT ACCEPT THIS AND WILL FEEL UNSAFE IN <br />OUR NEIGHBORHOOD <br /> <br />Bullet #26 – Question of sheer number of police calls. <br />We expect to see a police cruiser and possible ambulance every 4.2 days in our <br />neighborhood. That is the average in the Robinsdale MN facility. ResCare claims that they <br />will “come up with a plan to limit disruption to the community” <br />Do they have anything in writing? They clearly haven’t talked with the local police and fire <br />
