(LOCUS) Assessment. The assessment is completed by a mental health professional and helps determine <br />the care needs of an individual. In order for a patient to be admitted to an IRTS facility they must qualify <br />as a level 5. <br /> <br />Additional admission criteria include: <br /> A primary diagnosis of mental illness as determined by a diagnostic assessment <br /> A completed functional assessment using the domains specified in statute and have three or more <br />areas of significant impairment in functioning <br /> A completed LOCUS assessment where a Level 5 is indicated <br /> Reasonably expected to commence or resume illness management and recovery skills or strategies <br />at this level of service <br /> Needs a 24-hour supervised, monitored and focused treatment approach to improve functioning <br />and avoid relapse that would require a higher level of treatment <br /> Is not responsive to an adequate trial of active treatment at a less intensive level of care <br /> Is at risk of significant functional deterioration if IRTS are not received <br /> Has one or more of the following: <br />o History of two or more inpatient hospitalizations in the past year <br />o Significant independent living instability <br />o Homelessness <br />o Frequent use of mental health and related services yielding poor outcomes in outpatient or <br />community support treatment <br /> <br />Registered Sex Offenders <br />During the public hearing, the applicant stated they would not accept sex offenders to their facility. In the <br />response received from ResCare they stated that their facility would accept level 1 and level 2 registered <br />sex offenders if they believe the person would benefit from the program and have a history of <br />functioning well in the community. ResCare states that they will not accept a level 3 sex offender. <br /> <br />There are three levels of registration for sex offenders. The individual’s level is related to their likelihood <br />to re-offend and is established after completion of a risk assessment. The risk assessment is completed <br />prior to their release into the general public. Additionally, a sex offender that is admitted into an IRTS <br />facility, like the one proposed by ResCare, will also need to have a diagnosed mental health condition that <br />meets the criteria for care at the location. <br /> Level I offenders have a risk assessment score that indicates a low risk of re-offense. <br /> Level II offenders have a risk assessment score that indicates a moderate risk of re-offense. <br /> Level III offenders have a risk assessment score that indicates a high risk of re-offense. <br /> <br />All levels must register with the Elk River PD, but only level 3 offenders trigger a public meeting. <br />Locations and identities of level 1 and 2 offenders are not made public. In the time the police chief has <br />been with the city there has been two level 3 offenders move to Elk River, neither of which are still <br />located here. As of January 16, 2019, there are 41 level 1 and 2 registered sex offenders in the city. <br /> <br />Generally, a patient at the ResCare facility who is required to register with the city as a sex offender will <br />have served their criminal sentence, been monitored/treated in a clinical setting, before admittance to this <br />facility after meeting the admission criteria. <br /> <br /> <br /> <br />N:\\Public Bodies\\Agenda Packets\\01-22-2019\\Final\\7.1 SR ResCare.docx <br /> <br />
