She did not feel this posed a threat to other park users
and requested they be allowed to continue. Ms. Nichols stated their group is
usually out of the park by 8 or 9 a.m. and there are very few other people using
the park before that time.

Discussion followed regarding dogs running without a lease and also the
problem of dog droppings not being cleaned up. Chair Anderson explained
that the city ordinance currently states dogs must be on a leash in city parks.
Further discussion followed regarding the possibility of setting certain hours or
designating specific sections of the park where dogs could be allowed to run.
Phil Has indicated the City Council would need to pass an ordinance
amendment to allow either option.

It was the consensus of the Commissioners to discuss this issue further at the May
Park & Recreation Commission meeting.

-

Tom Cruz, 11146 190th Avenue NW, asked the Commissioners if any steps were
being taken to address the park needs of the residents on the east side of
Highway 169. Chair Anderson indicated the Park & Recreation Commission, at
their February 11 th meeting, established a goal for 1998 to investigate serving the
park needs of this area. Mr. Cruz requested the Park & Recreation
Commissioners pursue acquisition of park land to serve this area. Chair Anderson
noted staff is still researching availability of vacant land for a park but unless a
new development application comes in or a property owner comes forward
with a reasonable offer for park land, no action is likely at this time.

a. These concepts
will be reviewed at the March 11 th Park & Recreation Commission meeting, with
more detailed discussion of the Country Crossings 3rd park. Property owners
within 350 feet of the Country Crossing 3rd park will then be notified they will
have an opportunity to provide input regarding development plans for the park
at the April 8, 1998 Park & Recreation Commission meeting.
