He expressed support to move forward as quickly as possible with <br />preparations. Councilmember Thompson felt the Chamber of Commerce should <br />be involved in promoting support for the referendum. Chair Anderson indicated <br />the Park & Recreation Commission has discussed presenting the referendum at <br />the general election this fall. Commissioner Kuester explained the details need to <br />be worked out for a complete package to be presented to the voters. Chair <br />Anderson indicated there is support in the community for a pool and/or wet <br />playground and a decision must be made whether or not to include a pool and <br />what type of pool. Chair Anderson noted Phil Hals has done research on various <br />types of pools and water playgrounds. Council member Thompson suggested the <br />Park & Recreation Commission and staff meet with the Council in a work session <br />to plan for the referendum. <br /> <br />6.1 Richard Fredericksen ReauestforAdministrativeSubdivision . <br /> <br />Phil referred the Commissioners to the staff report for the following information: <br />Richard Fredericksen has requested an administrative subdivision to subdivide 57 <br />acre farmstead into two lots: a 4 acre lot containing the house and farm <br />buildings. and a 53 acre lot consisting of fields. The property is located on County <br />Road 33, west of the intersection with County Road 1. There are no parks or trails <br />identified for this property: however. a snowmobile trail is identified along the <br />north side of County Road 33. <br /> <br />e <br /> <br />COMMISSIONER WESTRUM MOVED TO ACCEPT A CASH PAYMENT IN ORDER TO MEET <br />PARK DEDICATION REQUIREMENTS FOR THE FREDERICKSON ADMINISTRATIVE <br />SUBDIVISION. CASE NO. AS 97-8. COMMISSIONER ANDERSON SECONDED THE <br />MOTION. THE MOTION CARRIED 7-0. <br /> <br />6.2. <br /> <br />Elk River MuniciDalutilities Reduest for Administrative Subdivision <br /> <br />Phil referred the Commissioners to the staff report for the following information: <br />Elk River Municipal Utilities has requested an administrative subdivision in order to <br />create a 1.2:!: acre lot for a well. filtering plant, backwash seepage pond and <br />future water tower site. The property is located just north of Meadowvale <br />Elementary School and immediately west of the city trail. Access to the property <br />will need to be provided for general maintenance and inspection of the facilities <br />to be constructed. Phil indicated Elk River Municipal Utilities has been informed <br />they are responsible for the cost of a thicker section of blacktop on the trail to <br />accommodate the heavy truck traffic which will be using the site. Staff <br />recommends a cash payment for one single family lot unit to satisfy park <br />dedication requirements. <br /> <br />e <br /> <br />COMMISSIONER ANDERSON MOVED TO WAIVE THE PARK DEDICATION FEE ELK RIVER <br />MUNICIPAL UTILITIES FOR ONE SINGLE FAMILY LOT ($650.00) FOR THEIR <br />ADMINISTRATIVE SUBDIVISION REQUEST (CASE NO. AS 97-9). IN CONSIDERATION OF <br />THE MUTUAL COOPERATION BETWEEN MUNICIPAL ENTITIES. FURTHER, <br />COMMISSIONER ANDERSON MOVED TO REQUEST THAT ELK RIVER MUNICIPAL <br />UTILITIES UTILZE THE OPPORTUNITY FOR A LONG TERM ACCESS IF AND WHEN THE <br />
