This includes processing the <br /> application,reviewing plans, conducting site inspections, and meeting with the TEP (Technical <br /> Evaluation Panel),prior to the issuance of WCA permits. <br /> Bee Keeping <br /> The fee was set with the adoption of the bee keeping ordinance. The fee accounts for staff inspection and <br /> processing time. This is a one-time registration fee. <br /> Sanitary Sewer User and Sewer Availability Charge (SAC) <br /> Council reviewed these fees during budget discussions. <br /> Surface Water Management <br /> At the last meeting Council directed staff to review these fees and they will come back for further <br /> discussion. <br /> Animals <br /> Staff proposes to eliminate pet licensing. The original intent of licensing pets was to ensure they were <br /> vaccinated for rabies and to reunite missing pets with owners. There was a rabies scare in the 70's but it is <br /> not of epidemic proportions in the U.S. today. Many pet owners license their pets and enforcement is <br /> challenging. There are 8,548 households in the city and we licensed about 400 animals this year. <br /> Microchip technology is available for pet I.D. The animal ordinance is in need of an update and if <br /> approved, an ordinance amendment would come forward in 2019. <br /> Parking Fines <br /> Council approved these fees in August to streamline processes and save on staff costs by transitioning <br /> from city ordinance to state statute. <br /> Elk River Municipal Utilities <br /> ERMU Commission adopted their fees in November.
