Adopt,by motion,resolution allowing for summary publication of the ordinance (4/5 vote is <br /> required.) <br /> Background/Discussion <br /> Fees are collected to offset the cost of providing certain city services. The city provides a variety of <br /> services to its citizens and annually the fees are reviewed for fairness, consistency, and proportioned to <br /> the actual cost of the service for which the fee is imposed. <br /> Labor Rates <br /> There are various general labor fees being adjusted to more accurately reflect current labor costs within <br /> the respective departments. These fees are the Assessment Search,Labor Rate,Engineering Services, <br /> Staff Services, Police Reserve, and Off Duty Officer Services. <br /> Garbage <br /> The rates in the 2018 schedule were listed incorrectly so it looks like there is a decrease but there is a <br /> proposed increase of 5% as was reviewed with Council during budget discussions. <br /> Garbage Hauler Licenses <br /> Elk River hauler rates have remained constant for a number of years. State law does not address the <br /> amount that cities can charge for licenses but they must be reasonable. Raising the license fee to $80/year <br /> for the first truck and staying at$15 for any additional trucks would help us get closer to meeting <br /> program costs, although we remain at a conservative level compared to other cities. <br /> Stormwater Utility <br /> The city maintains 315 stormwater basins and this fee is to cover operation and maintenance costs for the <br /> stormwater drainage system. <br /> Wetland Conservation Act Application <br /> The city has not charged for wetland reviews and/or permits in the past,however,numerous cities do <br /> charge fees to cover staff time.
