The motion was seconded by Paul Motin and passed <br />unanimously on a voice vote. <br /> <br />4. Mary Richardson reviewed the color of money chart which was prepared by the <br />Northstar Project Office. The chart depicts the source of funds and the flow of money for <br />project development. <br /> <br />5. Mark Fuhrmann gave an update on the Northstar Project Office search for office space. <br />He noted that the Project has been sharing space with the Hiawatha Project Office as <br />they work to close out the Project. The Hiawatha Project sunsets as does their lease <br />with Cerosota the end of June. He noted that over the last several months, a staff team <br />comprised of Tim Yantos, Mike Schadauer, Jan Lucke, and Judith Phillips have <br />conducted a comprehensive search for a location for the Project Office. The search has <br />focused in the Northstar Corridor, in the areas of Downtown Minneapolis, Columbia <br />Heights and Fridley. The staff team has reviewed over thirty available properties. Of <br />these properties, only six could meet the price, space and parking needs of the NPO. <br />Only one property, the Cerosota, would agree to a one-year lease. Mr. Fuhrmann noted <br />that staff hope to come back to the NCDA in May for authorization to enter a lease. <br /> <br />6. Mary Richardson reviewed a request from the State Auditor's Office. They are in the <br />process of reviewing the procedures used by the Northstar Corridor Development <br />Authority to track its expenditures for lobbying services, consultant services, and <br />employee/member reimbursements and have requested information to assist in their <br />review. Staff are preparing a letter in response along with documentation. <br /> <br />7. Paul Danielson gave a presentation on the process used for value engineering. <br />Completion of value engineering is expected the week of March 21. Objectives of value <br />engineering are: to preserve the scope, maintain CEI, identify ideas that might improve <br />the CEI value, balance capacity expenditures, address project risks and confirm cost <br />estimates. As part of the process, they evaluate potential risks such as push-pull train <br />operations, the connection to LRT, construction issues, the right of way acquisition <br />process and railroad negotiations. Twenty-one items have been identified as possible <br />cost cutting measures which could potentially save the Project $19.5 million. <br /> <br />2 <br />
