<br />The Northstar Corridor Development Authority met on April 7, 2005, in regular session at the
<br />Anoka County Government Center, Anoka, Minnesota.
<br />

<br />The chair called the meeting to order at 4:35 p.m.
<br />
<br />1. Chair Grandy welcomed new members and introductions were made.
<br />
<br />2. Scott Schulte made a motion to approve the March 3, 2005 meeting minutes as revised
<br />in paragraph 10 on page 2, last sentence changed to read $2.50 for riders from Coon
<br />Rapids and $3.50 from Elk River and the April 7, 2005 meeting agenda as presented.
<br />The motion was seconded by John Norgren and passed unanimously on a voice vote.
<br />
<br />3. RFP for Risk Management Services: Mary Richardson reviewed the recommendation
<br />by the Executive Committee that the NCDA approve the release of an RFP for insurance
<br />broker services. Ms. Richardson noted that risk and liability provisions are key
<br />components of the Northstar Commuter Rail construction and operating agreements with
<br />BNSF. An experienced broker/insurance consultant who is experienced in the design
<br />and management of successful risk management and liability programs for projects is
<br />needed to assist with the development, negotiations and implementation of the
<br />agreements. The purpose of the consultant/brokers work will be as follows:
<br />a) Advise the NCDA in negotiating insurance terms and conditions with the BNSF for
<br />both the construction and operational phases of the Northstar Corridor Rail Project;
<br />b) Identify and determine insurance requirements for design professionals and
<br />contractors that will be involved in this project and advise the NCDA;
<br />c) Place insurance coverages to ensure all carriers are providing coverages and
<br />services, as agreed;
<br />d) Manage placed insurance, as agreed;
<br />e) Oversee audit services, claim services and loss control and safety services to ensure
<br />that the project is in compliance with all federal, state and local safety requirements
<br />while controlling costs;
<br />f) Monitor issuance of certificates of insurance and on-going consultation of Risk
<br />Management services to the NCDA;
<br />g) Identify and recommend insurance coverages and assist in managing the transfer
<br />from construction to operations stage of this project while maintaining coverages for
<br />all parties involved; and
