<br /> <br />Request for Action <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.3 <br />Agenda Section Meeting Date Prepared by <br />Consent August 20, 2018 Justin Femrite, P.E., Public Works Director <br />Item Description Reviewed by <br />Interim Inspection Coverage Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Approve, by motion, contracting with Hakanson Anderson Inc. for construction inspection services until <br />the vacant engineering technician position is filled. <br /> <br />Background/Discussion <br />Dan Belair’s final day of work with the City of Elk River is August 24. We are currently recruiting for his <br />replacement. We anticipate having the position refilled by sometime in October. His departure creates <br />immediate construction inspection needs that must be covered. <br /> <br />Staff has reached out to area engineering firms seeking interim inspection coverage for our ongoing <br />projects. Three firms returned statements of qualifications for inspectors they have available. Staff <br />reviewed this information and is recommending contracting with Hakanson Anderson Inc. to provide <br />these services. Their proposed inspector, Jon Halter, did an outstanding job for us on the 2017 Street <br />Improvement project and is well qualified to help us with this task. <br /> <br />Financial Impact <br />The basis for compensation on the proposed contract will be hourly and is expected to end when our <br />new employee is onboard and up to speed on the position or no later than November 15, 2018. <br /> <br />Many of the hours we will be contracting for will be for inspecting construction work in private <br />developments. All of the costs for this time will be fully reimbursed per the respective development <br />agreements. The other main project needing coverage is the 6 ½ Street/Quinn Avenue project.
