Using the Plan <br /> • race, color, creed, religion, sex, national origin, marital status, and <br /> without regard to public assistance, or familial status. <br /> 5. Provide a Fair Housing Statement to all developers who request <br /> approvals from City Hall. <br /> 6. Support the integration of affordable housing into larger housing <br /> developments (aka inclusionary housing) <br /> 7. Preserve the integrity and affordability of existing housing stock near <br /> or within the Old Town area. <br /> 8. Provide ample opportunities to accommodate the full spectrum of life- <br /> cycle housing. <br /> 9. Work with homeowner's associations to promote financially stable <br /> and well maintained neighborhoods. <br /> 10. Focus public actions on housing needs not met by the market place. <br /> Utilities <br /> 1. Coordinate preparation of utility master plans for municipal sanitary <br /> sewer, electric, storm sewer and water systems with the Comprehensive <br /> Land Use Plan and accompanying development projections. <br /> 2. Encourage the full utilization of existing infrastructure systems by <br /> . supporting infill development within the existing urban service area. <br /> 3. Ensure adequate capacity within, and support maintenance and <br /> improvements of older facilities in and around, the Old Town area. <br /> 4. Ensure capacity is reserved for potential high demand industrial or <br /> office uses that may provide positive economic development <br /> opportunities to the community. <br /> 5. Maximize the use of rainwater gardens, wetlands or other natural <br /> systems to manage storm water runoff in an environmentally sound <br /> manner and reduce unnecessary construction of storm sewer <br /> infrastructure. <br /> 6. Provide storm sewers to those areas no longer adequately drained by <br /> natural systems. <br /> 7. Apply fair and equitable assessment written policies for the extension <br /> of water and sewer lines to accommodate new development. The policy <br /> shall provide for equitable assessment of the improvement costs while <br /> protecting the City's taxpayers and financial commitment. <br /> 8. Evaluate the impacts of all commercial development proposals on the <br /> municipal utility system. <br /> 9.
