EDA Special Meeting Page 3 <br /> January 6, 1997 <br /> Jim Brimeyer explained the EDA needs to think about what types of questions the <br /> Strategic Planning Task Force may ask regarding the EDA's recommendations. <br /> 5. Business Park (West) Improvement Estimates -Terry Maurer <br /> The preliminary feasibility study for the western area indicates trunk utilities to the <br /> west will cost approximately$600,000. Transportation improvements including <br /> frontage roads and storm sewer to Waco Street are projected to cost$500,000- <br /> $600,000. Utilities estimates do not include laterals, nor do transportation <br /> improvements include internal roads between the frontage road and the County <br /> road. Terry noted a recommendation has not been made at this time regarding <br /> possible closure of the intersection at the County government center with <br /> construction of a frontage road. Bryan Adams asked if costs estimates have <br /> been done regarding telephone and natural gas. Terry explained these costs are <br /> generally borne by the developer. Bryan noted if the city were to become the <br /> developer, these costs estimates would become more important. <br /> Discussion followed regarding the possibility of the city entering into partnerships <br /> with a landowners to develop industrial property, holding assessments and <br /> outright land purchases. <br /> Paul discussed the phasing concept proposed by staff outlined in his Strategic <br /> Planning report dated 12/31/96. It was the consensus that Area 7 be included in <br /> Phase II, rather than Phase III as indicated in the report. <br /> 6. EDA Discussion • <br /> Commissioner Farber felt the city would face significant public opposition in trying .* <br /> to develop Area 2 as an industrial site. Pat indicated the property owner south of <br /> Area 1 would likely wait to see what the demand was for business park sites <br /> before developing his property, depending on the cost of assessments. <br /> Commissioner Dwyer stated he would prioritize the sites as 3, 5, 6, 7, 2 and 1. He <br /> suggested the area directly north of the Sherburne County Government Center, <br /> and north of Highway 10 be considered for industrial development. <br /> Paul explained the objective for the next worksession will be to formulate a <br /> sample action plan to rezone the recommended areas for industrial <br /> development. Consideration should be given to the type of development the <br /> city may find acceptable and what an affected landowner may find <br /> acceptable. Jim added that each site must be evaluated for appropriate uses. <br /> Steve noted the city already has approximately 100 acres of industrially zoned <br /> (business park) property in their inventory. <br /> Commissioner Duitsman suggested the property north of west Highway 10, east of <br /> Custom Motors be considered for industrial zoning. Discussion followed regarding <br /> the need for a frontage road and location of an intersection in this area. <br /> Jim suggested that each of the sites be evaluated with qualifications indicating <br /> what makes them an appropriate site, for presentation to the Strategic Planning <br /> Task Force. This will be accomplished at the next EDA Strategic Planning meeting. <br /> -- • <br />
