SPECIAL MEETING OF THE ELK RIVER • <br /> ECONOMIC DEVELOPMENT AUTHORITY <br /> HELD AT THE ELK RIVER CITY HALL <br /> WEDNESDAY, JANUARY 6, 1997 <br /> Members Present: President Gongoll, Commissioners Duitsman and Dwyer. <br /> Commissioner Holmgren arrived at approximately 4:30 p.m. <br /> Commissioner Farber arrived at 5:20 p.m. <br /> Members Absent: Commissioners Bender <br /> Staff Present: Paul Steinman, Executive Director; Pat Klaers, City Administrator; <br /> Steve Ach, City Planner, Terry Maurer, City Engineer; and Debbie <br /> Kleckner, Recording Secretary <br /> Also Present: Daryl Thompson, Councilmemer; Bryan Adams, Elk River Municipal <br /> Utilities; Jim Brimeyer, Facilitator <br /> 1. Call Meeting To Order <br /> Pursuant to due call and notice thereof, the meeting of the Elk River Economic <br /> Development Authority was called to order at 4:17 p.m. by President Gongoll. • <br /> 2. Review Directive by Strategic Planning Task Force and Primary Meeting <br /> Objectives - Paul Steinman <br /> Paul indicated the primary goal for the EDA worksession is to complete an action <br /> plan to expand the number of acres of land zoned 1-1 (Light Industrial) and 1-2 <br /> (Medium Industrial) or Business Park to approximately 300 acres. Staff has <br /> identified 8 potential areas using the following criteria: <br /> - utility availability- present (0-1 year) and future (1-5 years) <br /> - current zoning/land use <br /> - surrounding land uses <br /> - market potential <br /> - transportation/access <br /> - topography <br /> - soil conditions (i.e. wetlands) <br /> Paul noted that ownership issues are not being considered in the criteria at this <br /> point. <br /> Commissioner Duitsman indicated the recommendations from the EDA will be <br /> provided to the Strategic Planning Task Force to aid them in their overall planning <br /> recommendations. <br /> 3.
