..- / --k( <br /> ITEM 5.5. <br /> III ty of <br /> E1kkjver MEMORANDUM <br /> TO: Mayor and City Council <br /> FROM: Steven B.Ach, City Planner...‘ __ <br /> DATE: March 18, 1996 <br /> SUBJECT: Ordinance Amendment Request by the <br /> City of Elk River, Public Hearing Case <br /> No. OA 96-1 <br /> Request <br /> Consider Ordinance No. 96-_, amending the dimensional regulations set <br /> forth in the zoning ordinance for urban residential zoning districts (Ric, Rld <br /> and Rie), and add the previously adopted standards for the BP and C4 <br /> zoning districts. <br /> • Overview <br /> This ordinance amendment basically addresses the minimum lot size <br /> requirements for single family zoning districts which are intended to be <br /> served with city water and sewer. The ordinance amendment can basically <br /> be broken down into three parts. These three areas are as follows: <br /> • Amending the dimensional regulations for the Ric and Rld zoning <br /> districts, clarifying the minimum lot size requirement prior to city water <br /> and sewer, and in addition, the minimum lot size when water and sewer <br /> is ultimately available. <br /> • The Rte zoning district currently requires a 20,000 square foot minimum <br /> lot size. The Planning Commission discussed establishing a new <br /> residential zoning district with a minimum lot size larger than the Ric <br /> district for all of that residential area recently included within the urban <br /> service expansion area. Rather than creating a new district, it was <br /> recommended by the Planning Commission that the Rle district be <br /> adjusted accordingly, since the only Rle zoning that exists in the City is <br /> the Hillside Estates area, which will eventually be changed to a PUD, and <br /> create the appropriate dimensional regulations as recommended by the <br /> Planning Commission.
