• <br /> Memo to the City Council,Economic Development Authority,Planning Commission <br /> February 11,2003 Joint Meeting <br /> Page 4 <br /> • Next Steps <br /> The 2002 Assessment identified these specific tasks to align the City's industrial product offering <br /> with the industrial client's needs: <br /> ❑ Dedicate city-owned land with utilities for industrial development. <br /> ❑ Analyze and redraft the ordinance standards to better meet the industrial client's needs. <br /> ❑ Review and revise, as appropriate,the requirement for park dedication fees on industrial <br /> subdivisions. <br /> City-owned Industrial Park <br /> The Economic Development Authority,at their March meeting,will discuss the costs associated <br /> with developing the Brown property for industrial development. There have been concerns raised <br /> about the City competing with the private market should it choose to develop this property for <br /> industrial development. It is clear from the comparison matrix that the private market is not <br /> meeting the needs of the industrial client, and to attract industrial development,the City may need to <br /> fill this void. <br /> Ordinance Analysis <br /> The ordinance analysis includes the following: <br /> 1. Review of existing business park areas,what are they really being developed as (i.e. <br /> • Mulvaney Point's office condominium buildings), and is there a better zoning <br /> district/vision for the area? <br /> 2. Review the current Business Park District standards. Are they truly clear to an industrial <br /> client? Currently,the standards refer to lands that are guided Highway Commercial as <br /> having different uses. There are no business park areas that are guided Highway <br /> Commercial, only Light Industrial. This creates confusion for the industrial client. <br /> 3. Review the current Light Industrial District standard. Are the uses and standards aligned <br /> with the vision and goals of attracting light industrial clients to the City? <br /> 4. Revise the Business Park and Light Industrial District standards to be aligned with the <br /> vision and goals of the Marketing Plan. <br /> Fee Analysis <br /> The park dedication fee is an additional development cost to the industrial client. The City should <br /> review the necessity of this fee, and if appropriate, reduce or eliminate it in order to facilitate <br /> industrial development. <br /> Recommendation <br /> It is clear from the analysis of the industrial client's needs and the City's product offerings that the <br /> only opportunity that the City has to meet the industrial client's need is to: <br /> 1. Prepare the City-owned Brown Property for industrial development by site <br /> grading, platting, and installing utilities, and <br /> 2. Revise the ordinance standards to provide for industrial development by the end <br /> • of the 3rd Quarter of 2003. <br /> Staff recommends that the City Council direct staff to complete the above two tasks. <br />
