Green Company <br /> September 18, 2002 <br /> File: 812620J-0240 <br /> Mr. Scott Harlicker <br /> Senior Planner <br /> City of Elk River <br /> 13065 Orono Parkway <br /> Elk River, MN 55330 <br /> RE: ELK RIVER STATION DEVELOPMENT <br /> Dear Mr. Harlicker: <br /> As requested, we have reviewed the revised submittal package for the Elk River Station development. <br /> As you are aware, this development has been discussed for many months; the revised submittal <br /> included a change in the development uses and in the Engineering firm providing design services. <br /> The submittal was dated September 12, 2002 and was prepared by Westwood Professional Services <br /> . for Centex Homes. It is my understanding that this most recent proposal for development of this <br /> property will only be presented to the Planning Commission to receive general comments. I <br /> understand that a request has been made that after presentation and a question and answer session, <br /> the proposal be tabled until the next Planning Commission meeting. With that in mind, I will keep my <br /> comments relatively general in nature: <br /> 1. In our meeting with the developers, we expressed concern about how the project will <br /> ultimately be developed and platted. As you are aware, this proposal deals with <br /> approximately 298 townhouse units on approximately 50 acres of the site. There is <br /> another portion of the site adjacent to Twin Lakes Road, which will be a mixture of <br /> apartments, senior housing, and commercial/office space. We recommended to the <br /> developer of the townhouses that the entire site be platted at this time with the property <br /> along Twin Lakes Road shown as an outlot. <br /> 2. Public roadways will service most of the development. The majority of the public roadways <br /> are shown as 28 feet in width face to face within 50-foot rights-of-way. At the staff review <br /> meeting, Cliff Anderson from the fire department expressed concern regarding the 28-foot <br /> wide roadways. It is the fire department's opinion that with parking on one side of the 28- <br /> foot wide roadway, there is insufficient room remaining to preserve a 20-foot wide <br /> emergency vehicle access. However, according to MnDOT design criteria for a low- <br /> volume road, which these roads would be considered, parking lane width is eight feet wide; <br /> thus the remaining width would allow for a 20-foot wide emergency vehicle access. <br /> 3. We have received drainage calculations from Westwood Professional Services and are <br /> • currently reviewing them.
