Memo to Planning Commission/P 02-08 <br /> April 23,2002 <br /> Page 3 <br /> • Analysis <br /> Rezoning Request <br /> The applicant is requesting that approximately six acres be rezoned from R1c(Single Family <br /> Residential)to PUD (Planned Unit Development). These six acres are located on the east <br /> side of Twin Lakes Road. The underlying land use designation for this property is MR <br /> (Medium Density Residential).The applicant is proposing to include these 6 acres as part of <br /> Marshes of Trott Brook Farms.They are proposing to construct 10 townhouses on these 6 <br /> acres for a density of 1.66 unit per acres,which is consistent with the land use of Medium <br /> Density Residential.However,as this six acre parcel could be developed independently from <br /> the adjacent development; a rezoning to R3 could accommodate the townhouse request. <br /> Preliminary Plat and Conditional Use Permit <br /> Single Family Component <br /> Layout <br /> There are 23 single family lots proposed.Nine of the lots front on Trott Brook Parkway and <br /> 14 lots front on Smith Circle.Outlot A,which includes a storm water water pond,should be <br /> eliminated and combined with the adjacent single family lots.The average lot size is 26,488 <br /> sf.(.60 acres).The smallest lot is 11,405 sf.and 19 of the 23 lots are larger than 14,000 sf.The <br /> . minimum lot width for all of the lots is 85 feet.The configuration of the cul de sac will have <br /> to be revised to a more traditional shape to facilitate snow removal.A sidewalk is proposed <br /> along the east side of Smith Street. <br /> Townhouse Component <br /> Layout <br /> The townhouse component of this proposal is divided into four groups.There is cluster of <br /> townhouses north of Trott Brook Parkway(formerly single family lots),a cluster south of <br /> Trott Brook Parkway(formerly single family lots), a second cluster south of Trott Brook <br /> Parkway(the original townhouse component)and a cluster off of Twin Lakes Road(which <br /> was not included in the original plat). <br /> There are 29 townhouses proposed to be located north of Trott Brook Parkway.They will <br /> have access from Trott Brook Parkway and Smith Street by a private street, 187th Avenue. <br /> Nine of the townhomes are proposed to have direct access on a 430 foot section of Smith <br /> Drive.As proposed,there will be 9 driveways on one side of Smith Drive.It is possible that <br /> there will also be 2 driveways on the other side of the street. Smith Drive will be a public <br /> street and will be one of two main access points to the Becker property located north of this <br /> project. On a typical 430 foot length of public street there would probably 5 driveways on <br /> one side servicing 5 single family lots.The other 20 townhouses will have access from 187th <br /> Avenue and a short unnamed dead-end private street.
