Memo to Planning Commisison/CU 02-09 March 26,2002 Page 2 • • City Hall Floor Plan • Utilities Floor Plan • West Elevation City Hall and Utilities • Building Elevations - Public Safety • Campus Illustration Analysis Building Expansion The current City Hall and Police Station,27,600 square feet,is proposed to be expanded in order to accommodate Elk River Municipal Utilities and the City Attorney. The Utilities addition (7,276 square feet) will be located on the northwest side of the building and will require the removal of the dumpster enclosure as well as electrical transformers. The City Attorney's expansion (1,749 square feet) will be located on the southwest corner of the building and will also include a small addition for an expanded Cable Television area. Both expansions meet the building setback requirements of the R1c zoning district. Public Safety Facility The Public Safety Facility, (43,725 square feet),will include Police,Fire,and the Emergency Operations Center. There will be basement that will house the EOC,the firing range,and • evidence room. A second story will be constructed as shell space that will allow future expansion for the Police Department. Located north of the proposed Police Station will be the Police impound lot,which will be enclosed by a six foot high concrete rock-face block wall. The Fire Station will have room for up to six fire vehicles. The building meets the setback requirements of the R1c zoning district. Site Impacts In order to construct the Public Safety Facility,Orono Road will be removed to the Gary Street intersection. This will create a common parking area for both facilities. As a result, the Park and Recreation Commission will be reviewing and evaluating the Orono Park Master Plan for recommended changes. Also in conjunction with this project will be the closure and reopening of medians in Orono Parkway. The berm and landscaped area in the medians will be lowered in order to improve visibility for vehicles entering or leaving the City Hall Complex. Parking Requirements In order to accommodate the buildings, the parking lot will be expanded. Twenty-five spaces will be located behind the Public Safety Facility,for police and fire staff. In addition, up to 12 garage spaces for squad cars may be constructed. • The total number of spaces required, based on gross building area is 212 (including bathrooms,storage,Council Chambers,etc).
