Memo to City Counctl/P 99.6, CU 99-5 <br /> March 15, 1999 <br /> Page 4 <br /> S . Staff requested that deciduous overstory trees be planted in the parking <br /> islands to provide shade. The applicant felt it best to keep the lights in the <br /> parking islands and provide ornamental trees rather than deciduous. <br /> Park and Recreation Commission Recommendation <br /> On February 10, the Park and Recreation Commission reviewed the plat for <br /> park dedication and recommended a fee in lieu of land to satisfy the park <br /> dedication requirements. <br /> Planning Commission <br /> On February 24, 1999, the Planning Commission recommended approval <br /> siting staffs memo with the following additional condition: <br /> • THAT THERE BE NO OUTSIDE STORAGE OF DONATED ITEMS. <br /> Other Planning Commission comments included concerns regarding <br /> screening from the proposed Hillside Estates 8th Addition. <br /> At the public hearing no one spoke for or against the proposal. <br /> • Recommendation <br /> Staff recommends that the Planning Commission recommend approval of the <br /> request by Phoenix Enterprises for the following: <br /> A) Preliminary and final plat of approximately 6.62 acres into 2 commercial: <br /> lots with the following conditions: <br /> 1. THAT DRAINAGE AND UTILITY EASEMENTS BE GRANTED TO THE CITY <br /> AS DIRECTED BY THE CITY ENGINEER, PRIOR TO THE RELEASING <br /> THE PLAT FOR RECORDING. <br /> 2. PARK DEDICATION BE PAID IN THE AMOUNT REQUIRED BY THE CITY <br /> AT THE TIME OF FINAL PLAT AND PRIOR TO THE RELEASING THE <br /> PLAT FOR RECORDING. <br /> 3. SURFACE WATER MANAGEMENT FEE BE PAID IN THE AMOUNT <br /> REQUIRED BY THE CITY AT THE TIME OF FINAL PLAT AND PRIOR TO <br /> THE RELEASING THE PLAT FCR RECORDING. <br /> 4.
