PRELIMINARY GRADING PLAN <br /> • The proposed access to the northerly existing road servicing the Wash 'N Fill is relatively <br /> steep at 3% grade flowing into the parking lot. Even though a concrete valley gutter is <br /> proposed across this driveway, it is unclear how stormwater from the Wash 'N Fill site will <br /> be kept out of the bank parking lot. It appears that stormwater flowing from the Wash 'N <br /> Fill along this access road to Zane Street may flow into the Sterling Bank parking lot. <br /> • On the east side of the proposed parking lot, the center top of curb elevation is shown as <br /> 897.67. It appears that this elevation is too low if drainage is intended to flow from here to <br /> a catch basin with a top of 897.63. <br /> • On the drive-thru portion of the proposed bank building, a proposed storm sewer line is <br /> shown through the area for the future expansion of the drive-thru. We would suggest that <br /> - the storm sewer line be moved to the south, out of the way of the future expansion, so that <br /> it does not have to be moved or impacted in the future if the drive-thru is, in fact, <br /> expanded. <br /> • The access road at the extreme south portion of the site needs to have catch basins <br /> installed near the intersection with Zane Street to eliminate storm water exiting the site, <br /> draining directly onto Zane Street. <br /> IPThe elevations at this entrance road of 898.84 are wrong. <br /> C. UTILITY PLAN <br /> • The initial utility plan showed sewer and water services coming from the northern side of <br /> the building. The revised utility plan shows the sewer and water services coming from the <br /> lot to the south. We would recommend that the revised plan not be implemented because <br /> the sewer and water services to the south are intended for the next lot. With the revised <br /> plat of this area, there are actually more lots platted than there are sewer and water <br /> services available, which means that at some point Zane Street will have to be open-cut to <br /> provide additional services. If sewer and water services are used faster than intended, <br /> there will be more open-cuts of Zane Street. Therefore, we would recommend that the <br /> sewer and water services be obtained from the north side of the building as originally <br /> planned. <br /> • The 8-inch water line brought into the building for fire sprinkling needs to have a domestic <br /> service tapped off of it prior to entering the building. <br /> • The sanitary sewer line which comes from the existing manhole in the access road at the <br /> south end of the Wash 'N Fill site is 150 feet long (it is mislabeled on the plan as 105 feet). <br /> Because it is over 100 feet long, there needs to be a cleanout on the line at some point. <br /> • The existing two hydrants, one centrally located in front of the building along Zane Street <br /> and one located to the north of the building adjacent to the access road, have been <br /> reviewed with Fire Chief Bruce West and he is comfortable with these two existing <br /> II <br /> hydrants providing fire protection. <br /> Howard R.
