Box 490 <br /> Elk River, MN 55330-0490 <br /> RE: STERLING STATE BANK <br /> SITE PLAN REVIEW <br /> Dear Mr. Harlicker: <br /> As requested, we have reviewed the submittal package for the Sterling State Bank proposed in Elk <br /> River Crossing development just south of the Wash 'N Fill site adjacent to TH 169. The submittal <br /> package was prepared by John Oliver and Associates and consisted of a site plan, preliminary <br /> grading plan, preliminary utility plan, landscape plan, and detail sheets. A revised utility plan was also <br /> • submitted. Based on our review and comments received at the staff review meeting, we would offer <br /> the following comments: <br /> A. SITE PLAN <br /> • At the south side of the site, there is an access road that serves as the exit from the drive- <br /> thru portion of the bank and will also serve the next lot to the south. We would recommend <br /> that a connection at the west end of this drive be made back to the bank parking lot. This <br /> will allow a secondary exit method for vehicles using the inside bank facilities. <br /> • We question why the handicap parking stalls are located so far away from the front door. <br /> Perhaps it would be better to have them located more centrally in front of the bank <br /> building. <br /> • The sidewalk in front of the bank building should run further to the west to connect with the <br /> curb line of the parking lot. Currently, the sidewalk stops about 10 feet short of the curb <br /> line. <br /> • The two parking stalls in the northwest corner are very undesirable. If vehicles are parked <br /> in both sites, there is not enough room for the vehicle adjacent to TH 169 to back out of the <br /> parking stall. <br /> • The existing driveway locations should be shown on the east side of Zane Street to <br /> determine how the proposed driveway lines up with the existing driveway. <br /> • The plat of the area should also be shown on the submittal package to ensure that there <br /> are no lot lines that need to be moved and easements vacated or new easements granted. <br /> • <br /> Ltr 2-19-02 Harlicker <br /> 1326 Energy Park Drive • St. Paul, MN 55108 • 651/644-4389 fax 651/644-9446 toll free 888/368-4389 <br />
