• • A side benefit to leachate recirculation is that it speeds up the production of <br /> landfill gas, making for more efficient energy recovery (the landfill gas is <br /> being converted to electricity). <br /> Sherburne County has already approved leachate recirculation at the Elk River <br /> Landfill. The city of Elk River also approved it as part of the Landfill's last renewal. <br /> This issue only awaits approval by the Minnesota Pollution Control Agency(MPCA) <br /> to be put into practice,which is anticipated prior to the next renewal of the Landfill's <br /> city permits. <br /> Criteria for Review <br /> Section 900.42 of the City Code of Ordinances - The Planning Commission shall <br /> recommend a conditional use permit and the Council shall order the issuance of such a <br /> permit only if it finds that such use at the proposed location: <br /> i. Will not endanger, injure or detrimentally affect the use and enjoyment of other <br /> property in the immediate vicinity or the public health, safety, morals, comfort, <br /> convenience or general welfare of the neighborhood or the City. <br /> ii. Will be consistent with the comprehensive plan. <br /> iii. Will not impede the normal and orderly development and improvement of <br /> surrounding vacant property. <br /> III iv.Will be served adequately by and will not adversely affect essential public facilities <br /> and services including streets,police and fire protection, drainage, refuse disposal, <br /> water and sewer systems,parks and schools;and will not,in particular,create traffic <br /> congestion or interference with traffic on adjacent and neighboring public <br /> thoroughfares. <br /> v. Will not involve uses,activities,processes,materials,equipment and conditions of <br /> operation that will be detrimental to any persons or property because of excessive <br /> traffic, noise, smoke, fumes, glare, odors, dust or vibrations. <br /> vi.Will not result in the destruction,loss or damage of a natural,scenic or historic <br /> feature of major importance. <br /> vii.Will fully comply with all other requirements of the City's Code of Ordinances, <br /> including any applicable requirements and standards for the issuance of a license or <br /> permit to establish and operate the proposed use in the City of Elk River. <br /> Section 904.08 (7)(A)of the city's Shoreland Management Ordinance-The following <br /> additional evaluation criteria and conditions shall be considered in evaluating conditional use <br /> permit requests within shoreland areas and a thorough evaluation of the waterbody and the <br /> topographic, vegetation, and soils conditions on the site shall be made to ensure: <br /> 0 <br />
