COUNCILMAN buITSMAN SECONDED THE MOTION. MOTION PASSED 4-6. <br />The City Council instructed the City Administrator to negotiate some acceptable <br />financial participation with Independent School District No. 728. <br /> <br />8. Greenhead Acres Third Addition Preliminary Plat <br /> <br />The developer of the plat, Mr. Lloyd Anderson, was present to review two proposed <br />preliminary plat sketches with the City Council. Mr. Anderson's first option <br />was a plat with an approximate density of 2.8 acres per lot, which Mr. Anderson <br />indicated had been rejected in favor of his second sketch by the Planning Commission. <br />Mr. Anderson indicated that soil borings and perculation tests taken for his <br />first plat option supported the smaller lots indicated on the plat and did not <br />present any problems insofar as the environment or engineering considerations <br />were concerned. In reviewing his second plat which had approximately 11 less <br />lots than his first option, Mr. Anderson indicated that this option was preferred <br />by the Planning Commission partially because they feared establishing a precedent <br />of approving smaller lots as indicated in plan #1. Mayor Madsen askedMI-. Anderson <br />what might be the average lot cost of plat #1 and plat #2 to which Mr. Anderson <br />responded that plat #1, with the smaller lots, would indeed be cheaper but he <br />could not determine the exact figure at this time. Councilman Engstrom indicated <br />that he felt approving plat option #1 with the smaller lot size defeated the <br />City Council' s purpose of placing smaller lots closer to the City and larger lots <br />further away in the City and, in particular, in the area Mr. Anderson wished to <br />develop. COUNCIlMAN DUITSMAN MOVED APPROVAL OF PLAT OPTION #2 WITH THE LARGER <br />LOT SIZES. MOTION DIED FOR tACK OF A SECOND. The City Council proceeded to review <br />concerns regarding the traffic patterns within the plat and the particularly long <br />cul-de-sac in the northern piece of the proposed plat. The developer, Mr. Lloyd <br />Anderson, suggested that he would cut out the northendof,ltt~plat . and eliminate <br />the cul-de-sac if the Council so desired. . COUNCILMAN ENGSTROM MOVED APPROVAL OF <br />PLAT OPTION #2 FOR GREENHEAD ACRES THIRD ADDITION. COUNCIlMAN DUmMAN SECONDED <br />THE MOTION. MoTION PA?SED 3-2. COUNCI'LMfN OTTO AND TOTH OPPOSED. <br /> <br />9. William Connett Variance Request <br /> <br />This item was continued to the next City Council meeting at the request of the <br />petitioner. <br /> <br />10. Davis Woods Preliminary Plat <br /> <br />The City Administrator indicated to the City Council that the preliminary plat, <br />as proposed, had been revised two times for the Planning Commission and it had <br />been approved by the Planning Commission and that its present state was completely <br />acceptable to City staff. The Administrator suggested that approval for the pre- <br />liminary plat be withheld until such time as the variance required for lot size <br />from the interim zoning ordinance had been considered and approved by the Planning <br />Commission and the City Council. Mayor Madsen declared the public hearing on the <br />plat open and asked for any comments from people present. Dick Hinkle addressed <br />the City Council and asked what was the status of the proposed Pascal Street and <br />how would the project be paid for. Mayor Madsen indicated that a petition had <br />been submitted to have the City construct and assess Pascal Street and that the <br />City Council's position on assessing farms, as indicated on the Peterson Addition <br />public hearing, should be substantially the same on the cost of the road. Mr. <br />Charles Christian, developer of the plat, indicated that he would petition the <br />City for imp:rQvement of the roads in the Davis Woods preliminary plat and, thereby, <br />would link the Peterson Addition and Pascal Street in front of ..~Hills Sub- <br />division with a continuous bitumin$'S-> road.
