Preliminary Sewer Study for Schoolview Addition and surroundi~ area <br /> <br />Lyle Swanson, City engineer, was present, to review the preliminary sewer study <br />for the City Council members and for residents present. Mr. Swanson reviewed <br />briefly the PrOposed location of the sewer line designed to serve the Schoolview <br />Addition, a new Junior High School and industrial park and reviewed the estimated <br />costs for the proposed line. Several residents present asked if :the project <br />w.ould be applicable to Ridgewood' East Third Addition and .' were informed 'by the <br />City engi.n.eerand City Council that at this time it was not anticipated to <br />service R1dgewood :rhird with sanitary ,sewer, but if they wished to have <br />the service, it could be provided. other residents present fromtheSchoolview <br />Addition asked about sewer hookup costs and the cost to provide sewer to <br />currently unsewered areas in the Schoolview Addition. Mr. Swanson indicated <br />that no hookup charges were included in the Prices discussed and that an <br />additional assessment to the prices discussed at the City Council meeting <br />would be required for areas curr~tly without sewer in the SchoolviewMd.:ition. <br />Mr. Dick Gengoll, representing the Elk River Investors Association, indicated <br />the industrial park was desperately in need of a center sewer system and'that <br />they fully supported the extension and expansion of this line. Mayor' Madsen <br />indicated that the next step in the process to determine if the line would <br />actually be built would be discussed at the next City Council meeting. No <br />further action was taken 'by ;the City Council at this time. .. <br /> <br />6i-. Industrial Park Road Improvement <br /> <br />Mr. John Oliver, representing the Elk River Investors Association, was pz-esent <br />to review a problem being experienced with a road currently being built in <br />the Elk River industrial park. Mr. Oliver indicated that the water maiD, <br />installed 'by the City of Elk River, was, in fact, located at the wrong depth <br />and, as such, the street grade as proposed in the industrial park would cause <br />the water line to freeze. Mr. Oliver indicated that the Investors Association <br />wished to have the City of Elk River insulate the water main so that the <br />freezing problem would be avoided. Mr. Oliver also indicated that to avoid a <br />potential problem with storm water runoff on the proposed deadend street <br />that. the last approximately 50 feet of blacktop would not b~ constructed and <br />thereby, would allow storm water run off to seep into the existing class 5 <br />gravel roadway. COUNCIIMAN ENGSTROM MOVED TO APPROVE THE crtY-INSULATION OF <br />THE WATER MAIN TO CORRECT THE ANTICIPATED PROBLEM IN THE INDUSTRIAL pjmc. " <br />COUNCILMAN DUITSMAN SECONDED THE MOTION. MOTION PASSED 4-0. <br /> <br />7. School Street Drainage Improvement <br /> <br />Lyle Swanson, City engineer, reviewed the current plans for the School Street <br />drainage improvement with the City Council. Mr. Swanson indicated that one <br />culvert, several manholes and several hundred feet, of pipe would be necessary <br />in order to drain School Street in the vicinity of Central Lutheran Church. <br />After reviewing the proposal and anticipated cost, it was the Council concensus <br />that an open ditch from School Street south into that area known as the Bog . <br />would be' most practical rather than a permanent storm sewer pipe.
