The Administrator indicated <br />that two yearsoflinf1ation must be considered in the final determination <br />of the cost of th' repairs and, as such, the local ,share ,would' need to ,be <br />increased to appr ximate1y $163,750.00. COUNCILMAN TOTH MOVED APPROVAL OF <br />RESOLUTION 7 -22 DING RESOLUTION 79-14 AND THEREBY ADDING TOTHE,LQCAL <br />S OF THE FUN PROVIDED FOR THE REPAIR OF THE LAKE ORONO DAM. COUNCI <br />ENGSTROMSEiNDED THE MOTION. MOTIONP SSED2-0. <br /> <br />I <br />Ambrose Yehle, re~resenting the May Company, and Mr. Ron Dargis, of Ron's <br />Star Market, were I present to address the City Council regarding the May <br />Company Deve10prne*-t of a grocery store and additional retail spac~adja- . <br />cent to the Northrund Liquor Store. Mr. Yehle indicated that ,a$~'" ". <br />staff request to ut a two inch over1ayrne,nt f, rom, intersection" of ,Main Street <br />and Highway 169 t the point on Main ,Street ;~re County Roads 12 and 13 <br />intersected ,would cost approximately $11,000.00 and would put such a financial <br />burden on the pro sed project that it would be'unable to Proceed., Mr. Yehle <br />indicated that pa t agreements had been made which did not include the road- <br />way and that, as uch, they wished not to construct the required roadweiy. <br />The City Adrninist ator indicated that the starr"requestforoverlayrnent .was' <br />made on the basis of increased car and truck traffic in the area, ,maintenance <br />and appearance of the roadway and that the request had been altered in the <br />last week to req~re only blacktopping or over1ayrnent" fromf,he intersection <br />Highway 169 and M in Street to the point where the May Company and Elk River <br />Liquor Store dri v way intersect Main Street. The Administrator', indica.ted <br />that, because the eve10pers were to approach the City, Council for industrial <br />revenue bonds, th~ situation regarding the development had changed and past <br />agreements were n~t necessarily binding. The Administrator indicated further <br />that if a $5,000 ~xpense for over1ayment would jeopardize the finane.ia1 <br />integrity of a pr9ject estimated at a cost of over $700,000, then that <br />industrial revenue project should be scrutinized very closely as it may- <br />appear to be somerhat unstable. Members of the CitYP01J.Ilcil in:ucat~d <br />that the easement I for the May Company Development had been' pro-v+ded <br />at no cost to the May Company for access for their development.
