The Administrator indicated further that if a $5,000 ~xpense for over1ayment would jeopardize the finane.ia1 integrity of a pr9ject estimated at a cost of over $700,000, then that industrial revenue project should be scrutinized very closely as it may- appear to be somerhat unstable.
