<br />o <br /> <br />o <br /> <br />o <br /> <br />COUNCIL MEETING MINUTES OF APRIL 17, 1978 <br /> <br />The Council discussed the recorrmendation of the Park Board regarding this surrmers <br />swi1mti.1'lg program. <br /> <br />M.Jved by Councilmernber Duitsman and seconded by Councilmember otto, authorizing <br />the expenditure of $3,000.00 from the township general fund to the Elk River <br />Joint Recreation and Park Board. M.Jtion una.n.irrously carried by a vote of 4-0. <br /> <br />M.Jved by Councilmember Duitsman and seconded by Councilmember Toth approving <br />the payment request No.9, as recorrmended by the City Engineer to Acton Construc- <br />tion Co. in the amount of $46,758.42 subject to receipt of E.P.A. Federal Grant <br />payment. Motion unanimously carried by a vote of 4-0. <br /> <br />Councilmember Toth, stated that he met with Liquor Store Manager, Ernie Thielke <br />regarding the changing of the off-sale hours for the summer rronths to accornrrodate <br />the fishermen and tourist trade. Change request is to open one hour earlier <br />each day which would be 8: 00 A.M. rather then 9: 00 A.M. <br /> <br />M.Jved by Councilmember Engstrom and seconded by Councilmember otto to change the <br />off-sale OPening hours from 9: 00 A.M. to 8: 00 A.M. for Saturdays only for a <br />6 to 8 week period and that the Manager take a till reading daily between both <br />stores between the hour of 8: 00 A.M. to 9: 00 A.M.. Motion unanimously carried <br />by a vote of 4-0. <br /> <br />Councilmember Engstrom stated that he has had numerous calls regarding the <br />question, if the city would be providing a bounty on gophers this year 1978 <br />season. <br /> <br />Mayor Madsen stated: that in the past the township paid .25<: and the county <br />paid .25<: however, the county stated that they cannot contribute to cities <br />only townships. Mayor Madsen asked the County Attorney for a letter stating <br />these facts, but a reply has not yet been received. <br /> <br />M.Jved by Councilmember Duitsman and seconded by Councilmember Engstrom establishing <br />a .25<: gopher bounty fee for the year 1978 (per gopher only). M.Jtion unanimously <br />carried by a vote of 4-0. <br /> <br />The Clerk was instructed to place a news i tern in the Sherburne County Star News <br />regarding the gopher bounty fee offer. <br /> <br />Mayor Madsen, reported on there meeting with representatives of Burlington <br />Northern Inc. regarding the regulation of the SPeed of the trains traveling <br />thru the Elk River area. Mayor Madsen stated: that aj: present freight trains <br />have a 60 mile per hour limit and passenger trains 7E? mile per hour limit. The <br />railroad suggested a 50 mile per hour limit for all trains thru Elk River. <br /> <br /> <br />M.Jved by Councilmember Toth and seconded by Councilmember Duitsman to adjourn <br />the meeting as there is no further business. Motion unanimously carried by a <br />vote of 4-0. <br /> <br />Meeting adjorned at 11:55 P.M. <br /> <br />
