Moved by Councilmember Duitsman and seconded by Councilrnember Toth to invest the $6,208.50 'MSA funds for a 90 day period at Security Federal Savings & Loan Association Elk River, Minnesota for street department truck purchase fund account. Motion unanimously carried by a vote of 3-0. Mr; Zack Johnson of Mateffy Engineering and Associates; Inc. met with the Council regarding various grant funds that are presently available to local governments. r~ ( ) ! Mr. Johnson reviewed the criteria requirements for these Block Grants after which was followed by open discussion by the Councilrilembers. The following projects were discussed and placed in order of priority. Orono dam, comprehensive planning, storm sewer system, and community park. Moved byCouncilmember Duitsman and seconded by Councilrnember Toth authorizing Zack Johnson of Mateffy Engineering and Associates; Inc. to prepare the necessary Community Development Block Grant forms for the City first for the dam project and if not feasable apply for the comprehensive planning. Motion unanimously carried by a vote of 3-0. Community Development Block Grant public hearings were set for April 17, 1978 and April 24, 1978 specific times were not set. Health and Safety Committee meeting minutes were reviewed and the following motion was made. . Moved by Councilmember Toth and seconded by Councilrnember Duitsman approving the hiring Mr. Paul Zabee as CETA employee for patrolman upon the recommenda- tion of the Health and Safety Committee. Motion unanimously carried by a vote of 3-0.
