Mayor Madsen directed the City Administrator to proceed with the <br />grant application and indicated that it was the concensus of the Council to <br />consider the downtown development study as the priority should the planning <br />grant not encompass both the capital improvement study and the downtown develop- <br />ment study. <br /> <br />12. LAWCON Grant <br /> <br />The City Administrator indicated the Minnesota State Planning Agency is rece1v1ng <br />1980 applications for LAWCON funding, a program intended to assist municipalities <br />in developing basic facilities for park and outdoor recreation purposes. The <br />City Administrator further indicated the City must complete a five year park <br />plan as part of the application for LAWCON funding. Councilman Toth asked <br />if this grant was for development of new parks only and expressed his concern <br />that the City could not keep up with the maintenance of the parks the City <br />already has. The City Administrator indicated there were two projects that <br />might be pursued; one project involved a cooperative venture with the Elk River <br />Lion's Club to create and develop a pa k on property. they hoped to acquire, known <br />as the bog, lcoated between Highway 10 and School Street, and the other project <br />the City might wish to pursue is the d velopment of the property already owned <br />by the City of Elk River on County Roa 12. The City Administrator further <br />indicated that the grant would allow f r construction of ballfields in current <br />park sites. Councilman Otto indicated he was totally in favor of pursuing <br />the grant for development of parks and suggested setting up a committee to see <br />what the priorities of the City were. Mayor Madsen indicated he was totally <br />in favor of pursuing the grants for de elopment of parks. Miss Elaine Anderson <br />asked if the City would have to match he funds of the LAWCON grant. Mayor <br />Madsen indicated the land would be mor than half of the total cost of the <br />park development. Councilman Duitsman asked if the City could proceed with the <br />application of the grant without the L'ons actually owning the land. The City <br />Administrator indicated the City could proceed with applications for the grant <br />as long as the intent for purchase of the land was established. Mayor Madsen <br />indicated it was a general concensus of the Council to proceed with the LAWCON <br />grant applications. <br /> <br />13. Administrator's Upda.te <br /> <br />A. Board of Review <br />The Board of Review meeting is set for May 13, 1980, at 7:30 p.m. at the <br />courthouse. <br /> <br />B. Joint Planning Commission and City Council meeting regarding land use plan. <br />It was decided that a joint Planning Commission and City Council meeting <br />would be held Monday, April 14, 1980, at 7:00 p.m. <br /> <br />C. Orono Dam <br />The City Administrator indicated that an addendum was issued to the City's <br />existing dam contract which would require the dam general contractor to <br />arrange for movement of the electrical transmission lines over the dam. <br />The City Administrator further indicated that by adding the addendum to <br />the contract, it would delay the bid opening until Friday, April 25, 1980. <br />The City Administrator indicated that he and Jim Schneider, engineer of <br />CH2M Hill, had met with Mrs. Nickerson regarding the wall to be constructed <br />on her property and actions the City would undertake to make the wall more <br />aesthetically pleasing.
