Agenda <br /> <br />Item 8B, Beer license for Al Nadeau and Keith Robideau was added to the agenda. <br />COUNCILMAN OTTO MOVED APPROVAL OF THE MARCH 17, 1980, CITY COUNCIL AGENDA. <br />COUNCILMAN ENGSTROM SECONDED THE MOTION. MOTION PASSED 3-0. <br /> <br />3. TMlinu tes <br /> <br />COUNCILMAN OTTO MOVED APPROVAL OF THE MINUTES OF THE MARCH 3, 1980, CITY COUNCIL <br />MEETING. COUNCILMAN TOTH SECONDED THE MOTION. MOTION PASSED 3-0. <br /> <br />4. Open Mike <br /> <br />No one appeared for this item. <br /> <br />5. Car-Son Homes, Lot Split Variance <br /> <br />Mayor Madsen indicated the Planning Commission had approved a lot split var1ance <br />request, located at the corner of 5th and Quinn, by Gar-Son Homes, Inc. Mayor <br />Madsen further indicated this request was to split lots 5 and 6 into a north- <br />south area instead of the present east-west area. Councilman Toth asked what <br />was the intended use of the lot if the variance was approved. Mayor Madsen indi- <br />cated the intended use was for a residential house. COUNCILMAN ENGSTROM MOVED <br />TO APPROVE THE LOT SPLIT VARIANCE REQUEST BY CAR-SON HOMES, INC. COUNCILMAN <br />OTTO SECONDED THE MOTION. MOTION PASSED 2-1. COUNCILMAN TOTH OPPOSED. <br /> <br />6. Consider bid award for radial gates - Orono Dam <br /> <br />The Deputy City Clerk-Treasurer indicated that bids for the radial gates, Orono <br />Dam, were opened March 10, 1980. The two bids received were as follows: <br /> <br />Armco, Inc. <br />Rodney Hunt .Co. <br /> <br />$ 66,040.00 <br />96,264.00 <br /> <br />The Deputy City Clerk-Treasurer further indicated the apparent low bidder, <br />Armco, Inc., had.proposed temporary manual lifts in their bid proposal as the <br />contract completion time for the electric lifts could not be met. Mr. Gayle <br />Bare of Armco, Inc. was present to explain that Armco, Inc. did not have control <br />over the delivery time of the electric operator lifts as Armco did not manu- <br />facture them. Mr. Gayle Bare further indicated the bid proposal did include the <br />manual lifts and that installation of the electric operators was a simple <br />operation, which could be done by the City of Elk River or the general contractor. <br />Mr. Gayle Bare also indicated that Armco, Inc. would accept a contract stating <br />a ten percent (10%) hold back plus the hold back of the cost of the electric <br />openers until completion of the contract. The Deputy City Clerk-Treasurer <br />indicated the bid proposals had been sent to Jim Schneider of CH M Hill and <br />the City Attorney, Dave Sellergren, for formal recommendation. ~ayor Madsen <br />
