. REGULAR SEMI-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE ELK RIVER PUBLIC LIBRARY March 17, 1980 Members Present: Mayor Madsen, Councilmembers Otto, Engstrom, Toth. Members Absent: Councilman Duitsman. 1. The meeting was called to order at 7:30 p.m. bYTMhyor Madsen. 2. Agenda Item 8B, Beer license for Al Nadeau and Keith Robideau was added to the agenda. COUNCILMAN OTTO MOVED APPROVAL OF THE MARCH 17, 1980, CITY COUNCIL AGENDA. COUNCILMAN ENGSTROM SECONDED THE MOTION. MOTION PASSED 3-0. 3. TMlinu tes COUNCILMAN OTTO MOVED APPROVAL OF THE MINUTES OF THE MARCH 3, 1980, CITY COUNCIL MEETING. COUNCILMAN TOTH SECONDED THE MOTION. MOTION PASSED 3-0. 4. Open Mike No one appeared for this item. 5. Car-Son Homes, Lot Split Variance Mayor Madsen indicated the Planning Commission had approved a lot split var1ance request, located at the corner of 5th and Quinn, by Gar-Son Homes, Inc. Mayor Madsen further indicated this request was to split lots 5 and 6 into a north- south area instead of the present east-west area. Councilman Toth asked what was the intended use of the lot if the variance was approved. Mayor Madsen indi- cated the intended use was for a residential house. COUNCILMAN ENGSTROM MOVED TO APPROVE THE LOT SPLIT VARIANCE REQUEST BY CAR-SON HOMES, INC. COUNCILMAN OTTO SECONDED THE MOTION. MOTION PASSED 2-1. COUNCILMAN TOTH OPPOSED. 6. Consider bid award for radial gates - Orono Dam The Deputy City Clerk-Treasurer indicated that bids for the radial gates, Orono Dam, were opened March 10, 1980. The two bids received were as follows: Armco, Inc. Rodney Hunt .Co. $ 66,040.00 96,264.00 The Deputy City Clerk-Treasurer further indicated the apparent low bidder, Armco, Inc., had.proposed temporary manual lifts in their bid proposal as the contract completion time for the electric lifts could not be met. Mr. Gayle Bare of Armco, Inc. was present to explain that Armco, Inc. did not have control over the delivery time of the electric operator lifts as Armco did not manu- facture them. Mr. Gayle Bare further indicated the bid proposal did include the manual lifts and that installation of the electric operators was a simple operation, which could be done by the City of Elk River or the general contractor. Mr. Gayle Bare also indicated that Armco, Inc. would accept a contract stating a ten percent (10%) hold back plus the hold back of the cost of the electric openers until completion of the contract. The Deputy City Clerk-Treasurer indicated the bid proposals had been sent to Jim Schneider of CH M Hill and the City Attorney, Dave Sellergren, for formal recommendation. ~ayor Madsen
