Park Dedication Fee Policy

The City Administrator indicated that according to the platting agreement, the
park dedication fee shall be 10% of the appraised value of the undeveloped land.
The City Administrator further indicated the fee from the County Assessor for
an appraisal of the land would be $125.00. The City Administrator asked the City
Council to determine where the fee should come from; the park dedication fee, the
platting fee or an additional platting charge. Mayor Madsen asked if the assessed
value the County has could be used. The City Administrator indicated the figures
the County have are assessed values rather than market values. MayorMadsen
indicated he felt the platting fee was substantial and the appraisal fee should
come out of the platting fee. The City Administrator indicated that the platting
fee for a small plat, for example the Olmsted Addition with only 4 lots, would
not cover the costs incurred in the platting process. Mayor Madsen suggested
working up a cost schedule for the platting process and determine where the costs
are and whether the fees were sufficient to cover the appraisal costs also.

9.
