2

From: Sevcik, Tim <TSevcik@ElkRiverMN.gov>
Sent: Wednesday, April 18, 2018 2:39 PM
To: Stewart, Nancy (DNR) <nancy.stewart@state.mn.us>
Cc: Hecker, Michael <MHecker@ElkRiverMN.gov>; Portner, Cal <CPortner@ElkRiverMN.gov>
Subject: Fishing Pier Program Coordinator

Nancy-

I have been asked by the Elk River City Council to look into the feasibility of installing a fishing pier at one of our
parks located in downtown Elk River. The park sits on the cutbank side of the Mississippi River with an
approximate 16-18 foot elevation change from the parking area to the OHM.

In doing some research on this topic I came across the partnership program for fishing piers and shorefishing areas
on the MNDNR website. It appears that construction of a fishing pier through this program would be required to
be ADA accessible and that the LGU would be responsible for all ADA features to include a route of
accessibility. A couple of questions:

Are we required to be construct an ADA accessible route and pier, and are there any exceptions to this?
Do you know of any other examples of fishing piers that have been installed on the Mississippi River and are
these permanent piers or seasonal?
Are the MINNCOR style fishing piers capable of withstanding seasonal flooding, debris carried in from the
water, and spring ice flows? Are there other types of fishing piers that may be more conducive to
withstanding the forces of the river?
If there are seasonal piers, how are these piers generally removed above the OHM each fall and reinstalled
each spring? Do they require being disassembled and reassembled each spring and fall?
Are you aware of any LGUs or other organizations that have attempted to float one of these structures down
a river in the fall to remove at a boat landing, and then to pull it back upstream in the spring to reinstall it
again?
What permits would be required for installing a seasonal or permanent fishing pier in the Mississippi River?

I apologize for all of the questions, I just want to make sure we have a good understanding of what a project like
this may entail before we fully commit to moving forward. If there is someone who is more appropriate to ask
these types of questions, can you please pass along their contact information.

Thanks,

Tim Sevcik | Public Works Superintendent
763.635.1123 w | 763.635.1155 f
19000 Proctor Road | Elk River | MN | 55330
