Alternate C would utilize the existing sanitary <br />sewer line on Fifth Street to serve only the residential units in Block 3 and <br />on Lots 1 and 3 in Block 4. The remaining lots would be served by extending <br />sewer lines from the proposed sewer interceptor. Mr. Mauer explained that the <br />proposed sanitary sewer and watermain line along Dodge Avenue would be oversized <br />to 10" to accomodate any future extensions of the system. <br /> <br />General discussion was carried on regarding the oversizing of the watermain and <br />the sanitary sewer line as to cost, who is responsible for the cost, .and what <br />areas would eventually be served by the watermain and sanitary sewer service. <br />Mr. Gary Santwire, developer of the Barrington Place Planned Unit Development, <br />questioned the cost benefit for the oversizing of the pipe and also the cost of <br />hook-up fees to the new interceptor. Projections were made as to cost of hook- <br />ups and how many hook-ups from the Planned Unit Development would be on the new <br />sanitary sewer interceptor line. <br /> <br />The City Administrator indicated that Alternate C was in accordance with the <br />Developer's Agreement between the developer and the'City of Elk River. Mr. Santwire <br />suggested that he would agree to Alternate C and the oversizing of the watermain <br />line and the sanitary sewer line if the City would waive the 25% bond security <br />requirement. Mr. Santwire indicated that the bond requirement or letter of credit <br />was expensive and difficult to obtain and further indicated that the project may <br />have to be completed in phases if this requirement had to be fulfilled. The <br />City Administrator indicated that it was not the City policy to reduce the security <br />required but that he would discuss the possibilities with the City Attorney. <br /> <br />Mayor Hinkle indicated that he felt the City could work with Mr. Santwire, as the <br />cost for oversizing of the watermain line and the sanitary sewer line were benefits <br />to the City. <br /> <br />General discussion was carried on regarding the areas benefited by the watermain <br />and the sanitary sewer and how the cost could be assessed. Councilman Duitsman <br />questioned the timing of the project. Mr. Santwire suggested that the City Council <br />approve the feasibility report and order the plans and specifications so that the <br />project may proceed. Councilman Duitsman indicated that he was in favor of Alter- <br />nate C for the sanitary sewer and that the assessing of the sewer interceptor could <br />be worked out at a later date. COUNCILMAN DUITSMAN MOVED TO APPROVE RESOLUTION <br />81-11, ACCEPTING THE FEASIBILITY REPORT FOR THE SANITARY SEWER, ALTERNATE C, THE <br />WATERMAIN, THE STORM SEWER, AND THE STREET CONSTRUCTION FOR THE BARRINGTON PLACE <br />PLANNED UNIT DEVELOPMENT. COUNCILMAN SCHULDT SECONDED THE MOTION. THE MOTION <br />PASSED 4-0. <br /> <br />COUNCILMAN ENGSTROM MOVED TO APPROVE RESOLUTION 81-12, ORDERING THE PLANS AND <br />SPECIFICATIONS FOR THE SANITARY SEWER, WATERMAIN, STORM SEWER, AND STREET CONSTRUC- <br />TION FOR THE PROPOSED BARRINGTON PLACE PLANNED UNIT DEVELOPMENT. COUNCILMAN TOTH <br />SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />7. Houle 3.2 Off-Sale Beer License <br /> <br />Mayor Hinkle indicated that the request by Mr. Houle of a 3.2 beer license for his <br />convenience store had been tabled at the last City Council meeting because of con- <br />cerns of the City Council regarding the location of the convenience store next to <br />
