<br /> <br /> <br /> <br />Page Three <br />City Council Meeting <br />March 16, 1981 <br /> <br />~ <br /> <br />A PER DIEM FOR SERVICES BY THE PLANNING COMMISSIONERS AND TO ALLOW FOR MILEAGE <br />PAYMENT WITH THE POLICY OF PRIOR APPROVAL BY THE ADMINISTRATION DEPARTMENT. <br />COUNCILMAN. SCHULDT SECONDED THE MOTION. THE MOTION PASSED 2-0. <br /> <br />10. HRA Recommendations Regarding Staff Services <br /> <br />Mayor Hinkle indicated that the HRA, Don Schumacher, Chairman, has requested that <br />the City Administrator provide administrative duties to the HRA. The City Adminis- <br />trator indicated that he would provide the services required by the HRA but asked <br />that the duties b~ ~learly identified in the job description and by the Personnel <br />Committee. <br /> <br />Councilman Toth indicated that it was his and Councilman Duitsman's understanding <br />that the City Administrator would not be actually involved in the HRA but would pro~ <br />vide the administrative clerical services necessary; that is, publishing notices, <br />minutes, letters, etc. The City Administrator indicated that it was his preference <br />to be either totally involved or not at all. <br /> <br />Ms. Elaine Anderson indicated that she felt it was imparative that the City Admin- <br />istrator become involved in the HRA as the City Administrator could provide the <br />information necessary for the HRA through his position as City Administrator. <br />Councilman Toth suggested the discussion of the staff services to be provided to the <br />HRA be tabled until the next City Council meeting, at which time the whole Council <br />would be present. <br /> <br />Mayor Hinkle indicated that it was important that a decision be made as the HRA would <br />be meeting and needed the help and services the City Administrator could provide <br />to the HRA and further indicated that it was his feeling that the services provided <br />by the City Administrator would be like the services the City Administrator pro- <br />vides to the City Council. COUNCILMAN TOTH MOVED TO APPROVE THE AUTHORIZATION OF <br />THE CITY ADMINISTRATOR TO PROVIDE TEMPORARY SERVICES AS REQUIRED BY THE HRA UNTIL <br />SUCH TIME AS THE SERVICES TO BE PROVIDED COULD BE REVIEWED BY THE PERSONNEL COM~ <br />MITTEEANDTHEHRA. COUNCILMAN SCHULDT SECONDED THE MOTION. THE MOTION PASSED 2-0. <br /> <br />11. Administrator's Update <br /> <br />A. Sanitary Sewer Interceptor <br /> <br />The City Administrator indicated that the grant had been submitted to the <br />Farmer's Home Administration for review and further indicated that the turn- <br />around time was approximately 30 days. The City Administrator indicated that <br />the grant request had be~n cut from $200,000 to $50,000 and further indicated <br />that bids on the project were being held for 90 days awaiting the outcome of <br />the Farmer's Home application. <br /> <br />B. Old Highway 101 Bridge Replacement <br /> <br />The City Administrator indicated that he and Mayor Hinkle had met with TKDA, <br />Minnesota Department of Transportation, Wright County Engineer and Barton- <br />Aschman regarding the proposed draft of the bridge replacement.
