The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2. Agenda <br /> <br />Item 12 C, Street Maintenance, was added to the February 17, 1981 City Council <br />Agenda, and Item II, Consideration of Personnel Committee Recommendations, was <br />deleted from the February 17, 1981 City Council Agenda. COUNCILMAN DUITSMAN <br />MOVED APPROVAL OF THE AGENDA AS AMENDED. COUNCILMAN TOTH SECONDED THE MOTION. <br />THE MOTION PASSED 4-0. <br /> <br />3. Minutes <br /> <br />COUNCILMAN DUITSMAN MOVED APPROVAL OF THE MINUTES OF THE FEBRUARY 2, 1981 CITY <br />COUNCIL MEETING. COUNCILMAN SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />4. Open Mike <br /> <br />No one appeared for this item. <br /> <br />5. Consider Purchase ofVarda Silent Alarm <br /> <br />Tom Zerwas, Elk River Chief of Police, was present to explain to the City Council <br />the Varda silent alarm. Tom Zerwas indicated that a Varda silent alarm was used <br />to solve a crime at the Cretex Company, and further indicated that the Police <br />Department was asked to pursue the purchase of a Varda silent alarm by the local <br />businesses. Mr. Zerwas indicated that several local businesses had contributed <br />funds totaling $1,300 toward the purchase of a Varda silent alarm, and asked that <br />the City Council authorize the additional $288.88 necessary for the purchase of <br />the alarm system. Mr. Zerwas indicated that there were additional features to the <br />system to set off the alarm in case of burglary and further indicated that the <br />system would be available for use by anyone with a burglary problem. COUNCILMAN <br />DUITSMAN MOVED TO AUTHORIZE THE EXPENDITURE OF $288~88FOR THE PURCHASE OF THE <br />VARDA SILENT ALARM. SYSTEM. COUNCILMAN. ENGSTROM. SECONDED. THE . MOTION. THE MOTION <br />PASSED 4':"0. <br /> <br />6. Mechanical Amusement Device License for Robert Chasteen <br /> <br />Mr. Robert Chasteen was present to answer any questions the City Council may have <br />regarding the amusement device ~icense application. General discussion was carried <br />on regarding the hours of the establishment, the type of persons patronizing the <br />establishment, the lighting of the parking lot, the types of games proposed for <br />the establishment, the policing of the parking lot,and the types of refreshments <br />sold. COUNCILMAN SCHULDT MOVED APPROVAL OF THE MECHANICAL AMUSEMENT DEVICE LICENSE <br />FOR ROBERT CHASTEEN TO OPERATE A RECREATION ROOM AT 17119 HIGHWAy fllO IN THE CITY <br />OF ELK RIVER. COUNCILMAN ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />7. Improvements to Intersection of Highway #10 and Jackson Avenue <br /> <br />The City Administrator indicated that the City of Elk River was selected as a <br />demonstration city in a Rail Corridor Study, and that the recommendations suggested <br />by the consultant, Barton-Aschmann Associates, are to alleviate the traffic problem <br />
