(06) Annual Gas Vent System Assessment. Annually assess the effectiveness <br /> of ac 've landfill gas venting operations based on the results of groundwater and <br /> landfill gas monitoring and incorporate the evaluation in the MPCA Annual <br /> Report for the landfill. <br /> 1 <br /> (07) OC Remediation Feasibili Stud . In accordance with MPCA Permit, <br /> Part III. ., Corrective Action, the Landfill will be allowed a three year timeframe <br /> in which o demonstrate the effectiveness of landfill gas extraction system in <br /> reducing ' OC contaminants in the groundwater. Sufficient water quality data, <br /> as determ ed by City Staff, shall be gathered to determine significant <br /> trends. <br /> If, as of March 1, 1999 2001, groundwater quality standards are exceeded at the <br /> facility's compliance boundary and the concentration of VOCs do not show a <br /> decreasing trend,the Landfill shall complete a Focused Feasibility Study. The <br /> Focused Feasilility Study shall be submitted to City staff by June 1, 1999 2001. <br /> (08) VOC Re edial Action. If necessary,the selected remedial measure for <br /> VOC contaminants identified by the Feasibility Study must be constructed and <br /> operational by March 1, 2001 2003, unless good cause can be shown for a delay. <br /> (09) Heavy Met 1 Contaminant Monitoring and Assessment. Heavy metal <br /> contaminants for su face water and groundwater must be addressed in addition to <br /> VOC contaminants. Based on the need for additional monitoring to confirm <br /> exceedances and identify trends, the Landfill shall continue monitoring and • <br /> prepare evaluation re rts which shall be submitted with the MPCA Annual <br /> Reports. <br /> 10) Heavy Metal Coitamination Feasibility Study. If heavy metal <br /> icentrations in groundwater and surface water exceed regulatory standards, the <br /> -fill will be requiredconduct a Feasibility Study and submit it to City staff <br /> -:hedule determinedly City staff. <br /> Instruction Quality Assurance Reports. A Construction Quality <br /> 'CQA) Report shall be submitted to the City prior to the placement of <br /> vly constructed fined areas. A CQA report shall also be submitted for <br /> which receive final cover. The report shall demonstrate that the <br /> -td to the plan specifications. The Report shall be certified to by <br /> .red in the State of Minnesota and shall include but not be <br /> 'ant construction specifications; <br /> wings for prefabricated components; <br /> 'tatioof all critical aspects of construction; <br /> III <br /> 1� <br /> 'ilk i <br />
