Planning Commission Minutes February 27,2001 Page 5 110 Commissioner Baker asked how the proposed sign would be lit. Mr. Harlicker stated that the sign will be lit internally. Chair Mesich opened the public hearing. Commissioner Baker asked how bright the sign would be. Jim Schavauzer, representing Jiffy Lube, stated that sign will be the same as the Blaine Jiffy Lube. He explained that the lighting would be similar to the Burger King sign. Commissioner Pederson asked how many wall signs are on the building. Mr. Schavauzer stated that there are two wall signs; one on the west side of the building facing Highway 169 and Main Street, and one on the south side towards the Home Depot and Wal-Mart. Mr. Schavauzer suggested that instead of brick for the base of the sign, that they use the same block as was used on the building. Commissioner Pederson stated that when the conditional use for Wash- n-Fill was approved, it was his recollection that another sign would not be needed for the lube facility. Mr.Schavauzer stated that he felt the discussion was clear that they would be asking for a sign and that the issue was tabled because they needed site drawings for the sign. Chair Mesich was in agreement with Commissioner Pederson's recollection that an additional sign would not be needed. Jim Schavauzer stated that when the Wash-n-Fill conditional use permit was approved, Jiffy Lube did not have a signed agreement with Wash-n-Fill. IIICommissioner Baker stated he did not have a problem with the request and felt it would be a nice looking sign. Commissioner Johnson expressed his agreement. COMMISSIONER BAKER MOVED TO RECOMMEND APPROVAL OF THE REQUEST BY JIFFY LUBE FOR AN AMENDMENT TO THE CONDITIONAL USE PERMIT FOR WASH-N- FILL/JIFFY LUBE, TO ALLOW A FREESTANDING SIGN, CASE NO. CU 01-05, WITH THE FOLLOWING CONDITIONS: 1. THE APPLICANT APPLIES FOR A SIGN PERMIT. 2. THE BRICK BASE MATCH THE BUILDING EXTERIOR AND BE WIDENED TO 12 FEET AND THE CABINET FOR THE CHANGEABLE COPY BE A 3 1/2' X 12' RECTANGLE. 3. THE SIGN COMPLIES WITH THE SIGN REQUIREMENTS FOR ELK RIVER CROSSING PUD AGREEMENT. COMMISSIONER ROPP SECONDED THE MOTION. THE MOTION CARRIED 5-2. Chair Mesich and Commissioner Peterson opposed. 5.5.
