Request by Elk River Lions for Shelter Expansion at Lions Park, Public Hearing- <br /> Case No. CU 01-03 <br /> Staff report by Michele McPherson. The Lions Club requests that a conditional use <br /> permit be approved to allow construction of a 40 ft. x 108 ft. addition to the <br /> existing Lions Park shelter. The shelter located in the northwest corner of the park, <br /> behind Central Lutheran Church. She explained that, since the completion of the <br /> Boys & Girls Club, the Lions have been looking for another project to serve the <br /> community. The proposed expansion will include offices for the Lions and <br /> Community Recreation, new bathrooms, storage space, and 40 ft. x 67 ft. open <br /> area which will seat approximately 175-200 people. Part of the existing shelter will <br /> be remodeled to provide storage space and a catering kitchen. The proposed <br /> addition will be constructed of concrete block similar to the existing shelter with <br /> an asphalt-shingled roof. There are 57 existing parking spaces and room to <br /> provide additional parking if necessary (code requires 63 spaces). The City also <br /> has an informal cross-parking agreement with Central Lutheran Church if large <br /> numbers of parking spaces are needed for an event. Possible uses of the building <br /> could include senior dancing classes, preschool recreation classes, family fun <br /> nights, Lions Club meetings and pancake breakfasts, and community meetings <br /> for Girl and Boy Scouts. Ms. McPherson noted that under state gambling statues, <br /> the Lions Club will need to pay rent similar to any other group using the meeting <br /> room space. She also noted the Park and Recreation Commission reviewed this <br /> proposal and voted unanimously to recommend that the City Council continue <br /> • to work with the Lions on this project. <br /> Commissioner Baker asked if the concrete block would be gray. Ms. McPherson <br /> stated that the existing building is not painted, but that the City Council would <br /> likely address that issue. <br /> Chair Mesich opened the public hearing. There being no public comment, Chair <br /> Mesich closed the public hearing. <br /> COMMISSIONER CHAMBERS MOVED TO RECOMMEND APPROVAL OF THE REQUEST <br /> BY THE ELK RIVER LIONS CLUB FOR A CONDITIONAL USE PERMIT TO CONSTRUCT AN <br /> EXPANSION TO THE EXISTING LIONS PARK SHELTER, CASE NO. CU 01-03, WITH THE <br /> FOLLOWING CONDITION: <br /> 1. ALL REQUIREMENTS OF THE CHIEF BUILDING OFFICIAL BE MET. <br /> COMMISSIONER PEDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> 5.4. Request by Jiffy Lube/Arrow Sign & Awing for Amendment to a Conditional Use <br /> Permit to Allow a Free-Standing Sign, Public Hearing-Case No. CU 01-05 <br /> Staff report by Scott Harlicker. Jiffy Lube is requesting an amendment to the <br /> conditional use permit for the Wash-n-Fill/Jiffy Lube to allow a freestanding sign <br /> for Jiffy Lube. Mr. Harlicker described the proposed sign which is to be located at <br /> the corner of Main Street, and the modifications proposed by staff. Staff <br /> • recommends approval of the request with the three conditions listed in the staff <br /> report. <br />
