Request by City of Elk River for Ordinance Amendment to add definition of <br /> animal nutrition and agricultural research and establish an AR (Agricultural <br /> Research) District, Public Hearing-Case No. OA 00-8 <br /> 5.14. Request by City of Elk River for Land Use Amendment for a portion of Cargill <br /> Property, Public Hearing-Case No. LU 00-6 <br /> 5.15. Request by City of Elk River for Rezoning of a portion of Cargill property to <br /> Agricultural Research, Public Hearing-Case No. ZC 00-7 <br /> Scott Harlicker, Senior Planner, reviewed the proposed definition for Agricultural <br /> Research and also, the background of the Cargill facility. He then reviewed the <br /> changes proposed by Cargill in the letter from Cargill's attorney, Gregory <br /> Fontaine, dated February 23, 2001. Mr. Harlicker felt that it seems to make sense <br /> to separate out the various uses and that staff is willing to work with Cargill in fine- <br /> tuning the differentiation in uses. <br /> City Attorney Peter Beck explained that the Cargill facility is unique which has <br /> been in the community 40-50 years and the City has never really had a land use <br /> or zoning district they fit into. Mr. Beck stated that as part of a settlement <br /> • agreement with Cargill, the City has agreed to implement the appropriate <br /> ordinance amendments to accommodate Cargill's operations.
