4. CAPITAL IMPROVEMENTS PROGRAM <br /> The city's capital improvements program is an integral tool for implementation of the <br /> Comprehensive Plan because it provides for an orderly extension of water and sewer service. <br /> In doing so, it influences the location, timing and intensity of urban development. <br /> The city's capital improvements program should be revised to reflect the changes identified in <br /> the Utilities and Transportation Sections of the Comprehensive Plan. <br /> 5. ECONOMIC DEVELOPMENT <br /> Economic development plays a vital role with respect to the commercial and industrial <br /> development of the city. The city has an Economic Development Authority pursuant to <br /> Minnesota law which acts to promote the city's industrial and commercial growth. The city has <br /> further hired an economic development coordinator to act as professional staff to both the <br /> City Council and the Economic Development Authority in its endeavors to promote the city's <br /> industrial and commercial opportunities. Pertinent sections of the Comprehensive Plan provide <br /> and identify additional opportunities for location of new or expanded industrial and <br /> commercial uses with excellent access to Highways 10 and 169. Development of these areas <br /> will enhance the employment base as well as the tax base of the City. <br /> • <br />
