Ach, City Planner,,,gL <br /> DATE: May 4, 1995 <br /> SUBJECT: Agenda Items <br /> Urban Service Boundary <br /> Enclosed in your packet is a copy of the expanded urban service boundary <br /> recommended by the Steering Committee on March 23, 1995. The new <br /> boundary basically follows the East Highway 10 corridor to 165th Avenue, <br /> and to the southern limits of the Specht property as it abuts the Oliver Kelley <br /> Farm. The boundary also includes a strip of industrial property <br /> approximately 700 feet wide along the east side of the existing railroad <br /> tracks. The Steering Committee's recommendation also excludes the Brown <br /> property located east of the railroad tracks and north of 173rd Avenue. <br /> • This Exhibit has been included in the packet for the Committee's future <br /> reference as we discuss issues relating to future development along Highway <br /> 10. Also, the Exhibit will be referred to during our discussion regarding <br /> commercial and industrial development. <br /> Land Use Mix <br /> At the last meeting several questions were raised regarding the appropriate <br /> percent of the city's land that should be dedicated to industrial development. <br /> As previously distributed to the Committee members, I have enclosed a copy <br /> of an article from the American Planning Association regarding land use <br /> ratios. In addition, two other handouts illustrating the land use distribution <br /> for eight metro communities. These two exhibits will show that most cities <br /> have somewhere between five and eight percent of their land dedicated to <br /> industrial development while the metro average in 1973 was 12.6 percent of <br /> cities land area dedicated to industrial development. <br /> In the third exhibit, Elk River's land use mix has been calculated based on <br /> the current zoning map. Currently, Elk River has approximately six percent <br /> of its land zoned for industrial development. With this information, I took it <br /> • a step further and excluded the agricultural area (north of County Road 33) <br /> to determine if there would be a significant fluctuation in the land use <br /> 13065 Orono Parkway • P.O.
