Memo to Steering Committee Page 4 <br /> February 9, 1995 <br /> • from agricultural to multi-family will help facilitate the Committee's <br /> discussion on this topic. <br /> Generally speaking, a typical single family residential development with lot <br /> sizes of 10,000 to 12,000 square feet ends up demanding more services than <br /> they are paying for. However, moving in either direction away from this <br /> middle point of a "typical" development the fiscal impact can get better or <br /> worse. Findings from the Lakeville and Wright County study point out that <br /> "scattered development" places a strain on the City's operating budget. <br /> Conversely, higher density developments such as twinhomes, townhomes and <br /> multifamily generally provide the best fiscal investment. <br /> Certainly there are exceptions to this, such as high value single family <br /> homes. Whether these homes are located in a large lot subdivision of 2-1/2 <br /> acres or 10,000-12,000 square foot lot plat, the return will be positive. <br /> In summary, these general guidelines have been proven to be accurate <br /> guidelines for communities to apply when developing a comprehensive plan <br /> and respecting fiscal impacts of proper land use mix. <br /> These exhibits will be further discussed at the meeting. <br /> • Goals and Policies <br /> Finally, Exhibit 9 states the current goals and policies listed in the Growth <br /> Management Plan. These should be reviewed and evaluated to determine if <br /> modifications or deletions need to occur. Based on development pressure and <br /> projected growth for Sherburne County, new goals may need to be considered <br /> and incorporated into the updated Comprehensive Plan. The following is a <br /> list of goals/issues that the Steering Committee may wish to discuss: <br /> • Disperse residential land use densities throughout the community to <br /> provide a residential balance for a well-rounded living environment. <br /> • Strive to achieve a proper mix of housing opportunities that will not <br /> provide a negative fiscal impact on the City. <br /> • Develop certain growth control measures that provides for a proper <br /> inventory of all types of housing units. <br /> • Encourage creative subdivision design and site planning techniques to <br /> strengthen the sense of neighborhoods. <br /> • <br /> s:steering:2-9memo <br />
