Donnay's Valley Park Addition <br /> Donnay's Valley Park Addition was built as a starter home area for moderate income residents. The houses are <br /> •primarily single story ramblers. The initial quality of the homes is somewhat better than the slab-on-grade housing <br /> which was typical of housing construction in other communities during the 1960's and 1970's. It is primarily a <br /> middle-class neighborhood with relatively little non-homesteaded property. <br /> Zoning: R-2 Average Property Taxes: $806 <br /> School District: Rosemount Avg. # Children per Unit: 1.33 <br /> Avg. Market Value: S73,424 Avg. # People per Unit: 3.61 <br /> Average Unit Age: 20 years <br /> ANALYSIS: <br /> Donnay's turns an overall negative fiscal impact for the City. Standard street and fire service is provided to this <br /> area. Police service is primarily for crimes against people, such as assaults or domestic calls. It is mainly serviced <br /> by the Apple Valley commercial area on Cedar avenue. The City would do well, from a fiscal standpoint, to <br /> make efforts to ensure property maintenance of these areas to protect its tax base and minimize police services. <br /> Special Notes: Rosemount School District No. 196 has somewhat lower levies (1990 taxes, payable 1991) than the <br /> other districts which would make other areas similar to Donnay's have an even greater negative impact. <br /> • <br /> 20 <br />
